Darryl Landahl, an attorney in the Phoenix office of Brownstein Hyatt Farber Schreck said the health care reform’s regulatory burdens already are having a large impact on the managed-care organizations he represents.

“For every market reform, the amount of regulation can be incredibly difficult to manage and implement,” he said. “Not that they aren’t good ideas, but sometimes, the ends don’t justify the means. The substantial increase in cost to implement and administer reform ultimately will result in increased premiums.”
