| Prior to joining the firm, Josh served as Chief of Staff to the Governor of Nevada. Before his time as Chief of Staff, he served as General Counsel and Deputy Chief of Staff to the Governor of Nevada. He served in the Office of the Governor through two regular sessions and three special sessions of the Nevada Legislature, including the 2009 regular session where the Governor and Legislature confronted one of the most severe economic downturns ever experienced in Nevada.
During his time in the Governor’s Office, Josh worked closely with legislators on bills impacting every area of Nevada law, including energy regulation, renewable energy incentives, taxation, water and natural resources, telecommunications, transportation, financial regulation, stimulus funds, gaming, healthcare, elections, wildlife, and fire prevention at Lake Tahoe. Josh also worked on all matters regarding the state budget, including appropriations and expenditures. Josh helped develop the tax amnesty program utilized by the State of Nevada in 2008 which brought in more than $40 million in unpaid taxes, helping with the budget crisis while also providing Nevada taxpayers with relief from penalties and interest on outstanding tax debt. Josh also served as the Governor’s primary liaison with federal, state and local government agencies and with business and industry representatives.
Josh has testified on numerous occasions in front of various legislative committees, including Senate Finance, Assembly Ways and Means and the Interim Finance Committee. Josh has drafted and revised legislation and administrative regulations.
Prior to working in the Governor’s Office, Josh served as a Senior Deputy Attorney General in the Nevada Attorney General’s Office. While at the Attorney General’s Office, Josh represented the Nevada Department of Taxation, Nevada Tax Commission and the Nevada Secretary of State.
Josh has argued cases in front of various Nevada District Courts, the Nevada Supreme Court, the United States District Court for the District of Nevada, the United States Bankruptcy Court for the District of Nevada, and the United States Court of Appeals for the Ninth Circuit.
Josh was lead counsel on several published cases and numerous unpublished cases. Published cases include:

Prior to his service with the Nevada Attorney General, Josh was a law clerk to the Honorable Deborah A. Agosti of the Nevada Supreme Court and the Honorable Robert A. McQuaid, Jr. of the United States District Court for the District of Nevada.
In addition to his practice in government relations and Nevada tax law, Josh also practices in all aspects of administrative law as well as campaign and election law. Josh is a third-generation Nevadan. |
