Jon Hrobsky

Policy Director

Background

Go-to advocate for offshore energy. Former senior decision-maker at the Department of the Interior. Speaks the language of regulators and legislators in Washington, D.C.

As co-chair and co-founder of the firm’s Energy, Environment & Resource Strategies (EERS) Group, Jon Hrobsky develops creative strategies reflective of the dynamics between federal and state regulators, third-party groups, and federal policy as it relates to domestic energy and natural resource projects. He understands how to move multidimensional projects through the government infrastructure so that operations stay on schedule and government stakeholders are bought in. Jon counsels clients on sequencing their activities appropriately, messaging projects compellingly, and cutting through to decision-makers who can make-or-break a project. He leverages his experience serving as a senior decision-maker at the Department of the Interior, where he played a significant role in developing the administration’s renewable energy rule for offshore wind and oversaw the largest oil and gas lease sale in U.S. history.

Federal officials regard Jon for his ability to present sensible solutions and his relationships extend from career and political staff in the administration to legislators, appropriators and committee staff in Congress. Whether clients need to overcome an agency impasse or engage on legislation before the Senate Energy and Natural Resources Committee, Jon embraces complex issues.

Jon previously served in the administration of George W. Bush, both in Office of the Secretary at the Department of the Interior and as deputy director of the U.S. Minerals Management Service. Earlier, he served in Congress as legislative director to Rep. Bob Schaffer (R-CO) and as a legislative assistant to Rep. Scott McInnis (R-CO).

Representative Matters

Recent Experience

  • Engaged during an Obama administration rulemaking period on an offshore energy regulation that required operators to meet unachievable standards. Identified and worked with third-party experts to successfully encourage rulemaking that broadened the scope of the regulation.

  • Attained a record of decision for the construction of a road connecting a mining district in Alaska to a highway that runs along the southern border of a national park. Required engagement with the Department of Transportation, Bureau of Land Management, Army Corps of Engineers and native tribes.

  • Secured legislative language that allowed for the Department of the Interior to exercise more flexibility in its interpretation of a law regulating the offshore energy industry to allow his client an exemption from environmentally-risky actions.
