The Counterterrorism Education Learning Lab (The CELL) is a non-partisan, non-profit institution whose mission is to empower citizens to help combat the threat of terrorism — perhaps the most important global issue facing civilized society today. Through its renowned one-of-a-kind exhibit, Anyone, Anytime, Anywhere: Understanding the Threat of Terrorism, along with educational programs, and its distinguished speaker series, The CELL promotes personal and community activism in order to help shape a better, safer world.

David Cohen, Of Counsel in Brownstein’s Government Relations, Financial Services, Homeland Security, and Oversight and Investigations groups, spearheaded the firm’s efforts. Brownstein has provided substantive strategic guidance to the organization since inception and worked successfully on both state and federal levels to garner high-level political support.

Working alongside many of the world’s preeminent experts on the subject of terrorism, Brownstein assisted The CELL with their prominent speaker’s series and production of their award winning video, Recognizing the 8 Signs Of Terrorism. Brownstein also supported The CELL's development of the Community Awareness Program (CAP), an interactive curriculum taught by Colorado public safety professionals to give citizens the basic tools to identify, report and ultimately help prevent terrorist and criminal activity in their hometowns. The U.S. Department of Homeland Security has identified the CAP training model as an industry "best practice."

Brownstein is honored to provide legal and subject matter expertise, as well as leverage outreach and advocacy in all levels of state and federal government on The CELL’s behalf.
