Rosanna uses her in-depth knowledge of the legislative process, experience navigating complex issues and relationships with legislators and senior staff to identify issues impacting individuals and businesses in California. Longstanding connections with policy makers, top advisors to the Governor, and state agency and department officials, at all levels, help Rosanna effectively represent her clients by advocating for the passage of legislation or to stop or modify legislation conflicting with her clients' interests.

Rosanna has managed successful legislative negotiations with leading government officials, an array of interest groups, lobbyists and agency representatives on numerous controversial statewide policies. She works with Fortune 500 companies, public and private companies of all sizes, one of the largest public utilities in California, statewide associations, cities and special districts. Rosanna has represented multiple water districts, sanitary districts and cities throughout California. For example, on behalf of a southern California sanitary district Rosanna was able to successfully negotiate amendments to a bill that had the potential to take away 6,000 service connections, the result of which would have been devastating to the special district’s budget.

Prior to joining the firm, Rosanna gained experience working in the California Legislature. She served in both the Senate and the Assembly providing her with robust relationships in both houses and a thorough understanding of the legislative and parliamentary processes, the roles of legislative leaders, their staff and committee staff.

Water

Rosanna has worked extensively with the firm’s California Water Group on the passage of the historic Sustainable Groundwater Management Act. Specifically, she worked with a private water company to secure last minute amendments to exempt a groundwater basin from the applicability of the Act. She continues to work with the Administration on the implementation of the Act as well as the eligibility criteria for Proposition 1, water bond, money on behalf of her clients.

Energy

Working on behalf of Southern California Edison, Rosanna was able to defeat a bill that had the backing of powerful utility and trades unions that provided a statutory exemption for a single geothermal power plant that would have left consumers and businesses left to pay for unneeded energy produced by this plant.

Transportation

As the legislative director for former state Senator Mark DeSaulnier (D-Concord), who was Senate Transportation and Housing Committee chair, Rosanna has formed wide-reaching relationships within the transportation agency and industry. She is currently working with the Department of Motor Vehicles to negotiate an agreement on behalf of a client and has secured meetings with the Secretary of Transportation to advocate for the interests of her clients.
