The First District Court of Appeal in O.W.L. Foundation v. City of Rohnert Park, upheld the City’s analysis of the sufficiency of a groundwater supply to serve six new residential and commercial development projects to be served by the City. The decision has important statewide implications at a time when local water providers increase their reliance on local groundwater supplies as the reliability of imported surface water supplies decrease in response to mounting environmental constraints and climatic changes.
