The EPA has recently proposed a rule changes for storm water discharge regulations. Under the new rule, virtually all construction and development activities in the United States will be affected, and for the first time, the federal Clean Water Act National Pollution Discharge Elimination System (NPDES) storm water permitting program will include numeric effluent limits for storm water discharges from certain large construction sites. The new rule will also require changes be made to nearly all state NPDES permitting regulations. Comments on the EPA's proposed rule must be submitted by February 26, 2009.
