Companies that use cell phones to communicate with their customers are at risk of being targeted by the aggressive litigation cottage industry that has developed around the Telephone Consumer Protection Act of 1991. The new ease with which consumers can collect damages, even for unintentional and unanswered calls, has led to urgent need for reform.
