California is a beacon for observing what direction issues will take when tackling tough matters like housing development. For better or for worse, California is ahead in all areas of regulation — from housing issues to the environment, etc. Even so, people continue to flock to the Golden State only to realize it comes with a high price tag. Discussions that California is no longer affordable are becoming increasingly familiar. However, 2015 brought two court decisions and a new federal regulation that may finally bring long-awaited change to the wide disparity in housing affordability.
