Implementing Infrastructure
Delivering transformative infrastructure projects
With the precise combination of skills, experience serving at the highest levels of government and history of success with funding infrastructure projects, Brownstein’s hand-picked bipartisan team is your ideal partner.
Our team’s strong relationships with high-level policymakers and deep understanding of agency processes enable us to identify optimal and accessible pools of federal funding created by the infrastructure bill. We develop roadmaps to help our clients build relationships, remain eligible and secure competitive awards during this period of historic federal infrastructure investment. We mitigate the risks of applying to oversubscribed discretionary infrastructure programs by identifying all available funding opportunities, including appropriate funding mechanisms such as matches, loans and capital investment grants, and positively positioning our clients’ projects so that they align with each administration’s policy priorities in a highly-competitive environment.
Our Work

the right team
Our team includes a number of skilled communicators who are capable of building coalitions of support that work with local elected representatives, community leaders, members of Congress, administration senior officials and influential third-party groups to make demand for projects, and their benefits, well known to decision-makers who hold purse strings. Our State Government Relations team works with the mayors, governors and state agencies who determine the prioritization of federal funding for local projects. Led by a former mayor who handled building his city’s convention center, parks and roads, and supplemented by former senior agency officials who understand the ins-and-outs of the myriad available federal programs, we know how to help clients successfully deliver infrastructure priorities.

What we offer
We offer as comprehensive a package as our clients need. From analysis of all available funding opportunities, to optimizing messaging in applications in a way that aligns with the priorities of the Biden administration, to building critical support with jurisdictional policymakers who can weigh-in with funding decision-makers, we ensure our client’s projects are competitive, are seen and get prioritized.
Building the Future of U.S. LNG Exports
We’ve been there. For nearly two decades we’ve partnered with Freeport LNG, one of the largest U.S. exporters of liquefied natural gas, on some of this innovative company’s key milestones—starting with the structuring, strategy and development of a LNG receiving and regasification facility in Texas. We navigated the LNG export licensing process and hurdles with a variety of federal agencies—Department of Energy, Army Corps of Engineers, Federal Energy Regulatory Committee and EPA—and continue to advocate for ongoing issues impacting the project such as EPA and Federal Energy Regulatory Committee permit needs. We have also represented Freeport LNG and its affiliates in connection with billions of dollars of financings secured by the Texas facility.

Funding for an Offshore Wind Project
When a large wind project off the coast of New York was looking to secure funding support for their project, they turned to Brownstein for our deep top-level connectivity and intelligence on a federal grant program. We secured letters of support from local elected officials and federal representatives, who weighed in favorably with the government. We provided analysis of the rules and weighing factors that would determine the grant’s recipient in order to ensure the most competitive application for our client.
