Brownstein Welcomes Senior Policy Advisor and Counsel Jessica Kramer to Government Relations Department

Brownstein Hyatt Farber Schreck welcomes Jessica Kramer to its Government Relations Department in Washington, D.C., as a senior policy advisor and counsel.

An experienced water attorney at the forefront of environmental policy, Kramer has a deep understanding of Congress and executive agencies, which allows her to craft and deliver on client goals concerning land use, development and infrastructure. 

“Jessica’s impressive water and natural resources experience as well as her ability to help clients navigate regulatory and legislative action will be a great asset to our Energy, Environment & Resource Strategies Group,” said Marc Lampkin, chair of Brownstein’s Government Relations Department. “We’re excited to welcome her to our team.”

Previously, Kramer served as water counsel under Ranking Member Shelley Moore-Capito (R-WV) for the Senate Committee on Environment and Public Works. She provided legal and policy counsel on all matters related to water. She was the principal Republican staffer responsible for drafting, negotiating and managing the Drinking Water and Wastewater Infrastructure Act of 2021, which passed the Senate 89-2. She was also the lead Republican staffer on the water and water-related provisions contained in the Infrastructure Investment and Jobs Act of 2021, signed into law in November 2021. At the Environmental Protection Agency, Kramer honed her understanding of the enforcement of executive action through oversight of the agency’s review of the Clean Water Act, coordinating actions related to per- and polyfluoroalkyl substances (PFAS) and preparing the assistant administrator and other senior agency leaders to testify before congressional committees.

Before working on Capitol Hill, Kramer was an assistant attorney general for the Wisconsin Department of Justice in the Environmental Protection Unit, where she prosecuted violations referred to the attorney general by state environmental regulatory agencies or requested by district attorneys and served as a defense attorney in suits brought against the state. She also served as a staff attorney and environmental enforcement specialist for the Wisconsin Department of Natural Resources. 

Kramer earned her bachelor’s degree from the University of Wisconsin-Stevens Point and her law degree from Marquette University Law School.
