Felder, Emily

Emily Felder offers comprehensive policy insight on health care issues, relying on her legislative experience to successfully represent the interests of clients before Congress. As a member of our Health Care practice, Emily has a robust understanding of federal health care programs, private health insurance, and public health issues currently affecting the country.   

Most recently, Emily served as the director of the Centers for Medicare & Medicaid Services’ (CMS) Office of Legislation. While there, she led CMS’ legislative planning efforts and managed all congressional relations, advising committees and members of Congress on matters relating to Medicare, Medicaid, private health insurance programs, and other relevant legislation. Prior, she served as counsel to the House Energy and Commerce Committee, developing and advancing the committee’s oversight priorities relating to health care, drug policy and pricing, and federal benefit programs. Emily also served on the House Oversight and Government Reform Committee, working as the lead staffer for 18 different committee and subcommittee hearings on healthcare oversight.

Rounding out her congressional experience, Emily served as counsel to the Senate Homeland Security and Governmental Affairs Committee. She was tasked with coordinating all oversight activities for federal healthcare programs, including hearings and correspondence with federal agencies.  

Emily is not currently licensed to practice in the District of Columbia.
