Steenberge, Hillary H.

Hillary Steenberge works with businesses, utilities, and land owners to help secure development approvals and satisfy land use and zoning requirements. Hillary represents clients on complex permitting and enforcement issues before local and state agencies, including the California Public Utilities Commission.

As part of her regulatory compliance practice, Hillary helps clients navigate state, federal and local environmental laws, including the California Environmental Quality Act (CEQA), the California Coastal Act, the National Environmental Policy Act (NEPA), the Subdivision Map Act, and the Clean Water Act. 

Hillary also has extensive experience advising clients on hazardous waste characterization, management and remediation, and successfully negotiating associated settlements and consent judgments. 

She is also frequently called upon for advice regarding real property disputes and contracts including coastal development issues, easements and licenses. 

Prior to joining the firm, Hillary was an associate in the environmental, land and resources department of Latham & Watkins in San Diego, California.

Representative Matters
  • Represented the stockholders of Sweet Earth Inc., a California-based manufacturer of plant-based protein food products, providing land use, RWQCB, and Coastal Act permitting advice to facilitate the sale to Nestlé USA, Inc.

  • Has represented the Hollister Ranch Owners Association on issues relating to the Coastal Act. In recent years, Brownstein has represented the Association in litigation against the California Coastal Commission and State Coastal Conservancy related to public access.
