Background

Laura Yraceburu focuses her practice on natural resources law with a particular emphasis on water law and is a skilled researcher and legal writer. Laura advises a variety of clients, including public agencies, large agricultural enterprises and corporate interests. She has extensive experience navigating the complexities of the Sustainable Groundwater Management Act (SGMA) and assists clients in monitoring deadlines, drafting public comment letters and updating groundwater management plans. Laura assists clients in navigating the nuances of Proposition 218 as it relates to local agency fees and assessments, including fees to fund the development and implementation of groundwater management plans pursuant to SGMA. She regularly interfaces with state and federal agencies, including the State Water Resources Control Board regarding water rights and Bureau of Land Management to ensure success of clients’ infrastructure projects. 

While in law school, Laura was the managing editor of the Indigenous Peoples Journal of Law, Culture and Resistance. She was also the managing editor then senior articles editor for the Journal of Environmental Law and Policy. Prior to joining Brownstein, Laura interned with U.S. District Court Judge Rudolph Contreras in Washington, D.C. She also worked with The Wonderful Company in Los Angeles as a corporate and regulatory intern, a foreclosure mediation paralegal in Washington state and a legal intern for a Bakersfield, California-based law firm.
