Cooke, Teresa A.

Focusing solely on advocacy for more than a decade, Teresa Cooke has successfully represented trade associations and private corporations. Over the years, she has built an extensive network of relationships with key decision makers which along with her work ethic has allowed her to consistently deliver for clients.

Honesty, familiarity with her clients’ issues and a commitment to the highest level of service makes her an excellent resource for those looking for a change in state policy. Her work on tax policy, environmental compliance, energy policy, labor practices, emerging technologies and automotive issues makes her uniquely qualified to offer a comprehensive perspective.

Her work has included one of the country’s largest energy producers, an investor owned-utility, a major automobile manufacturer as well as numerous interests related to travel and tourism before the State Legislature, Governor’s Office and regulatory agencies.

Prior to joining Brownstein, she worked for a top-25 lobbying firm in Sacramento with a focus on the firm’s energy, transportation and tourism-related clients. In this capacity, Teresa led the passage of several high profile bills and her strategic counsel led to the defeat of numerous others. In doing so, she gained a deep understanding of the value of strategic messaging, coalition building and grassroots efforts.

Before Teresa’s transition into lobbying, she spent more than five years as a volunteer with the California Democratic Party. 

Representative Matters
  • Provided consulting services on behalf of the CA Fuel Cell Partnership which has resulted in a greater understanding within the capitol community about the technology and investment needs. Brownstein has also successfully executed a number of lobby days and capitol briefings for legislative and executive staff. The CaFCP is made up of local, state and federal offices and representatives from the private sector with an interest in passenger, heavy and medium-duty fuel cell electric vehicles and hydrogen fueling infrastructure.

  • Representing FirstElement Fuel, California's largest developer of hydrogen fueling infrastructure and leading retailer of hydrogen fuel for fuel cell electric passenger vehicles, for the past two years and in that time, secured legislation to modify the sales tax treatment of hydrogen fuel and have aggressively lobbied in support of additional funding for stations. Our efforts have led to a number of hydrogen “champions” within the legislature.
