June Appropriations Update

Brownstein Client Alert, July 1, 2025

Throughout June, the House Committee on Appropriations has been steadily advancing fiscal year (FY) 2026 appropriations bills through subcommittee and full committee markups. Four of the appropriations bills—Agriculture, Defense, Homeland Security and the Legislative Branch—were favorably reported out of committee earlier this month. Last week, the Military Construction-Veterans Affairs bill was the first FY 2026 appropriations bill measure to pass the full House.

The below chart provides an overview of the bill text, the subcommittee and full committee markup schedule and the current status of the 12 House appropriations bills.

LOOKING FORWARD

The primary focus on Capitol Hill remains the passage of the One Big Beautiful Act, H.R. 1 by Republicans’ July 4 deadline, pushing appropriations activity to the sidelines. While the House has made some progress on advancing individual appropriations bills, additional markups are expected to resume after the Fourth of July recess, with the goal of passing more bills on the House floor before the August recess. Meanwhile, the Senate is expected to begin subcommittee and full committee markups after the Fourth of July recess. When lawmakers return in September, both chambers will aim to conference and reconcile differences. However, with government funding set to expire on Sept. 30, another continuing resolution (CR) is widely anticipated.
