David Ransom Joins Brownstein’s Tax Policy Team

Brownstein Hyatt Farber Schreck welcomes David Ransom to the firm as a shareholder in the firm’s Washington, D.C., office. He joins the firm’s National Tax Policy Group, where he will represent clients before Congress and federal regulatory agencies on tax regulatory and government affairs issues. 

“David’s communications background—born from his first career as a journalist—and deep understanding of tax policy coupled with his House leadership experience make him a perfect fit for our multidisciplinary tax team,” said Nadeam Elshami, co-chair of Brownstein’s Government Relations Department. 

Ransom is a top advisor on tax-administration issues, with an extensive knowledge of excise taxes, including alcohol, tobacco and firearms and ammunition taxes, and trade issues. He develops and executes strategies alongside clients’ senior leadership to facilitate the transformation of executive concerns into action on Capitol Hill and with regulatory agencies. Drawing on experience representing software developers and return preparers in front of congressional committees investigating taxpayer privacy leaks, Ransom helps organizations navigate the federal investigation process.

Ransom spent a decade in the private sector building his government affairs practice, devising plans that ensured client concerns were heard by lawmakers and regulators at all levels. In Congress, he served in the office of House Majority Leader Steny Hoyer (D-MD), where he advised the leader on communications, policy and floor strategy. Prior to his time on the Hill, Ransom worked in the public affairs department of a politically active legal trade association, where he served as the principal news media contact and spokesperson.

“I’ve known David for many years and seen his work with Leader Hoyer first-hand. His ability to translate corporate needs into language the federal government understands will be a great asset for our clients,” said Russ Sullivan, chair of the firm’s National Tax Policy Group.

Ransom received his undergraduate degree from the University of Iowa and his law degree from William Mitchell College of Law (now Mitchell Hamline School of Law), where he serves on the board of trustees.
