Elliott Guffin’s unique perspective—rooted in both state and federal experience—positions him to help clients anticipate regulatory challenges, influence emerging policy and build relationships that matter with the current administration. He advises clients on shaping policy priorities, engagement strategies and strengthening relationships with the White House, federal agencies and congressional leaders, with particular knowledge of telecommunications legislation and regulation.
Elliott brings nearly a decade of experience and strategic relationships in the federal government and, most recently, at the state level in Virginia. As director of federal affairs and senior staff for Gov. Glenn Youngkin (R-VA), Elliott developed and executed federal strategies that advanced the governor’s agenda, strengthened relationships with the administration and Congress, secured critical policy and funding wins for Virginia, and coordinated high-level meetings with members of Congress and Trump administration officials. He ran point for Gov. Youngkin’s team as the governor was named a co-chair on the White House’s Council of Governors, strengthening his ties with the president’s senior staff.
Prior to his work with Gov. Youngkin, Elliott spent seven years serving Rep. Richard Hudson (R-NC). After starting with Rep. Hudson as a staff assistant, Elliott worked his way up to chief of staff, overseeing all operations in Washington, D.C. and North Carolina, and acting as principal advisor on policy, communications and political strategy.
