Highly respected throughout Wyoming, Jen Scoggin advises clients on energy development projects. A leader in her field, Jen assists companies with the complicated processes of industrial siting, water rights, environmental permitting and compliance, agriculture and real estate issues. She routinely represented mining, oil and gas, renewable energy, construction and other companies on compliance and permitting with Wyoming state agencies, including the Wyoming Department of Environmental Quality, Wyoming State Engineer’s Office, and the Wyoming Office of State Lands and Investments.
During her time as acting chair of the Wyoming Oil and Gas Conservation Commission and director of the Office of State Lands and Investments (OSLI), Jen played a leading role in regulating oil and gas development and providing a balanced approach for the industry in Wyoming. During her tenure at OSLI Jen stepped up to address unprecedented challenges ranging from the distribution of CARES Act and ARPA funds, changing and new land use policies, and fighting catastrophic wildfires. Jen also previously served as an assistant attorney general for the Wyoming Attorney General’s Office where she counseled the Wyoming State Engineer’s Office on water policy matters and general water law and permitting issues.
Representative Matters
- Ongoing representation of oil and gas company seeking Industrial Siting Permit from the Wyoming Department of Environmental Quality to construct, operate, decommission, and reclaim a helium and carbon sequestration project on private lands located in northwestern Wyoming. The Wyoming industrial siting process assess socio-economic and environmental impacts for companies planning major industrial developments prior to commencing the construction permit process.
- Counsel to several clients navigating local land use regulations required to establish designated “industrial parks” in Wyoming on which to construct data centers and onsite or nearby power projects to fuel the data center projects.
- Assists natural resources clients with preparing comments for consideration during the formal rulemaking process at the state agency level.
- Represents renewable energy companies in Wyoming with respect to review of project real estate documents, construction lien advice, assistance navigating state agency and local government requirements and other project-related requests.
