Jim Flood provides government relations and legal counsel to CEOs, GCs, heads of government affairs and C-suites. He advocates on behalf of his clients before the White House, Congress, the U.S. Department of Health and Human Services (HHS), the Centers for Medicare & Medicaid Services (CMS), the U.S. Department of Justice (DOJ), the U.S. Drug Enforcement Administration (DEA), the U.S. Food and Drug Administration (FDA), and other federal agencies.
Jim advocates for and represents clients in major Congressional investigations before the U.S. Senate and U.S. House as well as related DOJ investigations. Jim often builds and quarterbacks government affairs and legal teams to solve major business problems for clients. In the health care sector, he has advised Fortune 50 companies, hospital systems, trade groups and patient group, on Medicare, Medicaid, and issues. In the education sector, he has represented major universities. In the financial services sector, he has represented cannabis companies advocating for banking, private equity and exchange access. In the energy sector, Jim has advocated on renewable energy regulatory and policy matters, and has served as the General Counsel for the American Wind Energy Association (AWEA), the American Clean Skies Foundation (ACSF), and the Advanced Biofuels Association (ABFA).
Previously, Jim led a multi-million international law firm government federal relations team, chaired a political action committee, led a bar association and previously led a government and state government relations for a Fortune 400 company with $6 billion annual revenue. Jim led the Government Affairs Department and oversaw the company’s advocacy before Congress, HHS, CMS, DEA, key trade groups, and engaged with the White House on regulatory issues. Prior to that, he served as an Assistant U.S. Attorney at DOJ, where he led federal and local criminal investigations of U.S. corporations and individuals, prosecuted federal white collar criminal investigations. He tried approximately 80 federal or local jury or bench trials during his time at DOJ.
