With a primary focus on oil and gas, geothermal and carbon management, Mimi Larsen has extensive experience in state and federal regulatory actions, litigation and implementation of public policy strategies.

Mimi assists natural resource development companies, owners, developers and investors in development, land use matters, leasing and financing. She has represented clients before the United States Supreme Court, several U.S. Courts of Appeals, the Colorado Supreme Court and the Colorado Court of Appeals.

She previously served as the deputy director of policy and administration for the Colorado Energy and Carbon Management Commission (ECMC). In this role she coordinated policy development and implementation of regulatory programs. She was instrumental in the stakeholder process for multiple high-profile rulemakings before the commission and functioned as a liaison between staff and commissioners. Prior to that, Mimi was an assistant attorney general for the State of Colorado representing the ECMC.

Representative Matters

  • Ongoing representation of oil and gas operators in complex regulatory matters, including enforcement actions, pooling disputes and permitting applications.
  • Represented a company in connection with a grand jury investigation; managed comprehensive subpoena responses, advised on potential risk exposure and developed legal strategy in a highly sensitive enforcement context.
  • Counsel in numerous complex matters involving energy, environmental, and administrative law before the Colorado state supreme and appellate courts, federal courts and regulatory agencies. Representative matters include: COGCC v. Martinez, 2019 CO 3; Weld Air & Water v. COGCC, 2019 COA 86; Associated Governments of Northwest Colorado v. Colorado Public Utilities Commission, 275 P.3d 646 (Colo. 2012); Huber v. Colorado Mining Association, 624 P.3d 884 (Colo. 2010); WildEarth Guardians v. U.S. EPA, No. 12-9596 (10th Cir. 2014); and Wyoming v. USDA, 661 F.3d 1209 (10th Cir. 2011).
