A skilled negotiator, Shane Schulz drives stakeholder engagement and legislative priorities for his clients. Shane gives a thoughtful and strategic approach to helping clients get projects approved and developed. He builds strategic coalitions, works directly with trade associations and coordinates with government and regulatory agencies. Having led companies through change-management from both the policy and legal perspective, Shane works closely with executives and investors. 

His natural resources work includes regulatory compliance and experience lobbying on helium policy as well as early work on carbon capture and sequestration and research on 45Q issues for carbon capture. Shane also has advised a successful agriculture startup on various strategic initiatives and business development matters.

Shane started his career in policy with former Rep. John Salazar (D-CO). He went on to lead government relations efforts for oil and gas companies Questar and QEP Resources, also serving a senior corporate counsel at QEP. In addition to his government relations work, Shane is a board member at HerdDogg, Inc.

Recent Experience

  • In March 2024, Brownstein’s team alongside a coalition of stakeholders including landowners, industry, the Wyoming Oil and Gas Conservation Commission, and the Wyoming Department of Environmental Quality, successfully lobbied for the passage of HB0032- Geologic Sequestration-unitization amendments. The bill brings critical clarifications regarding pore space utilization, economic benefits, landowner rights and landowner protections to help carbon capture storage developers and landowners build out projects in Wyoming for permanent carbon sequestration.
