This executive order (EO) terminates all tariffs levied under the International Emergency Economic Powers Act (IEEPA), effective Feb. 25.

This proclamation invokes Section 122 of the of the Trade Act of 1974 to impose a 10% tariff on all foreign imports, effective Feb. 25, 2026 through July 25, 2026. Section 122 authorizes the president to impose import quotas and surcharges of up to 15% for 150 days on any country or group of countries with whom the United States has a “large and serious” trade deficit.

This executive order (EO) maintains the revocation of duty-free “de minimis” treatment for low-value shipments (i.e., valued at less than $800) entering the United States, regardless of their origin. In July 2025, President Trump invoked the International Emergency Economic Powers Act (IEEPA) to suspend the de minimis exemption and impose duties on goods shipped through the international postal network that would otherwise qualify for it. This EO clarifies that the suspension of de minimis remains in effect, despite the invalidation of IEEPA-based tariffs, and that affected goods will instead be subject to the Section 122 duty outlined above until its expiration on July 25, 2026.

This executive order directs the secretary of war and the secretary of energy to approve long-term Power Purchase Agreements, or entering into any similar contractual agreements, with coal-fired energy production facilities to serve Department of War installations or other "mission-critical" facilities, to procure power from the U.S. coal generation fleet. This is meant to enhance grid reliability and blackout prevention, on-site fuel security and mission assurance for defense and intelligence capabilities.

This executive order (EO) establishes a process under which increased tariffs may be imposed on imports from any country that directly or indirectly purchases, imports or otherwise acquires any goods or services from Iran. The EO directs the secretary of commerce to determine whether any foreign country engages in trade with Iran and inform the secretary of state, who would provide a recommendation to the president on whether, and to what extent, increased duties should be applied to that country’s imports. The president would make the final decision on whether to impose tariffs, but the EO states that, effective immediately, an additional tariff, “for example, 25 percent,” may be imposed on qualifying countries.

This executive order gives the Department of Homeland Security (DHS) access to criminal records maintained by the Department of Justice for the purpose of vetting immigrants and maintaining border security. In addition, it gives DHS the authority to exchange criminal record information with other countries for the same purpose.

This executive order announces the Freedom 250 Grand Prix, an INDYCAR street race to be held in Washington, D.C., as part of celebrations marking the 250th anniversary of U.S. independence. It directs the secretaries of the interior and transportation to designate an appropriate race route within 14 days and to expedite all necessary permits and approvals. The order also authorizes federal coordination with the District of Columbia to ensure infrastructure readiness and allows the use of aerial photography, including unmanned aircraft systems, subject to applicable security and legal requirements.

This executive order (EO) launches a new federal effort to address substance use disorder by treating addiction as a chronic, treatable disease and elevating treatment and recovery as national priorities. It establishes the White House Great American Recovery Initiative, led by the secretary of health and human services and a senior advisor for addiction recovery, and brings together senior officials across health, justice, education, labor, housing, veterans affairs and drug policy to better coordinate the federal response. The initiative is tasked with aligning federal programs, increasing public awareness, promoting evidence-based prevention and treatment, directing grants toward recovery-focused efforts, and working with states, tribes, communities, faith-based organizations and the private sector to address addiction and recovery.

This executive order declares that the government of Cuba’s actions and relationships with hostile states and terrorist groups constitute an “unusual and extraordinary” threat to U.S. national security and foreign policy, triggering a national emergency declaration. To address this, it authorizes imposing additional tariffs on imports from countries that directly or indirectly supply oil to Cuba and empowers senior officials to implement and adjust these measures as needed to counter the identified threats.

This EO directs the Federal Emergency Management Agency (FEMA) administrator and the Small Business Administration (SBA) administrator to each to promulgate regulations preempting state and local permitting processes that impeded the timely use of federal emergency relief funds and requiring builders to self-certify their compliance with health and safety standards for rebuilding efforts. The agencies are directed to issue related proposed rules within 30 days and final regulations within 90 days of the date of this order. Additionally, the agency heads are required to ensure the process for evaluating and issuing waivers, permits, reviews, consultations or approvals is conducted expeditiously and to implement Individual Assistance and Hazard Mitigation Grant programs. FEMA is also directed to determine what amount, if any, of unspent Hazard Mitigation Grant Program (HMGP) funding granted to California was awarded arbitrarily; conduct a federal audit of California’s use of HMGP funding; and take appropriate action based on its findings.

This executive order extends the Federal Emergency Management Agency Review Council through March 25, 2026. It assigns responsibility for carrying out the president’s duties under the Federal Advisory Committee Act for the Council to the secretary of homeland security, consistent with existing General Services Administration (GSA) procedures. The order does not alter existing agency authorities or create enforceable rights.

This executive order (EO) directs, within 30 days, the Treasury Department and the assistant to the president for economic policy to define “large institutional investor” and “single-family home,” which will guide implementation across executive agencies. Within 60 days, the Department of Agriculture, the Department of Veterans Affairs (VA), the General Services Administration (GSA), the Department of Housing and Urban Development (HUD) and the Federal Housing Finance Agency (FHFA) must issue guidance to prevent facilitating large institutional investors’ acquisition of single-family homes, avoid disposing federal housing assets to large institutional investors and promote sales to individual owner-occupants, with a narrow exemption for build-to-rent communities, defined as properties that “are planned, permitted, financed, and constructed as rental communities.” The EO also directs the Treasury Department to review and potentially revise existing rules on institutional ownership of single-family homes. HUD must require owners and managers of federally assisted single-family rentals to disclose ownership and control information to identify large institutional investor involvement. The Department of Justice (DOJ) and the Federal Trade Commission (FTC) are instructed to scrutinize institutional acquisitions and coordinated rental practices for anticompetitive effects and prioritize antitrust enforcement against coordinated vacancy and pricing strategies in local single-family rental markets. Finally, the White House deputy chief of staff for legislative, political and public affairs is required to prepare a legislative recommendation to codify the policy.

This executive order (EO) formally recognizes the Board of Peace – an international organization established by President Trump – as qualifying under the International Organizations Immunities Act, granting the Board of Peace baseline legal protections that are afforded to other multilateral entities in which the United States participates, such as the United Nations.

This executive order (EO) establishes a board to investigate disputes between the Long Island Rail Road Company and its employees represented by the Transportation Communications Union, the Brotherhood of Locomotive Engineers and Trainmen, the Brotherhood of Railroad Signalmen, the International Association of Machinists and Aerospace Workers, and the International Brotherhood of Electrical Workers. This is the second emergency board to investigate and report on the disputes, following the termination of the initial board that was established in September 2025 under EO 14349. Within 30 days of creation, a final report shall be submitted.

This executive order (EO) declares a national emergency and shields certain Venezuelan oil-related revenues held in U.S. Treasury accounts from private creditors and judicial seizure.

This executive order (EO) restricts stock buybacks, dividends and certain compensation practices for defense teams that do not meet production and budget requirements. It also requires future defense contracts to prohibit these financial actions during periods of underperformance and ties executive incentives to agency delivery and production metrics.

This executive order (EO) prohibits HieFo Corporation, a Delaware company controlled by a Chinese citizen, from owning or retaining any interest in EMCORE Corporations digital chip and wafer design assets due to national security concerns. The EO mandates HieFo to divest all related assists, including intellectual property, within 180 days under oversight by the Committee on Foreign Investment in the United States, which will enforce compliance through audits. Until divestment is completed, strict restrictions will be enforces on access, transfers and restructuring.

This executive order establishes a new national space policy aimed at ensuring U.S. leadership in space by accelerating exploration, defending American security and economic interests, and expanding commercial space activities. It sets goals, including returning Americans to the moon by 2028, building the initial elements of a permanent lunar outpost by 2030, enhancing space security and missile-defense capabilities, and fostering a robust commercial space economy.

This executive order reschedules marijuana from its current Schedule I, which implies high potential for abuse and no currently accepted medical use, to Schedule III, acknowledging lower potential for abuse and acceptable medical use. The executive order directs the attorney general to reschedule marijuana to Schedule III under the Controlled Substances Act, recognizing its medical use for conditions such as chronic pain and nausea. It establishes a Centers for Medicare & Medicaid Services (CMS) Innovation Center pilot beginning in early 2026, allowing Medicare beneficiaries to receive up to $500 annually in physician-recommended hemp-derived CBD products. The order also mandates CMS to collect and publicly report outcome data from the pilot, while instructing the National Institute on Drug Abuse (NIDA) to accelerate research on cannabis and cannabinoids. Additionally, the Department of Health and Human Services (HHS) must develop research frameworks and real-world evidence models to guide standards of care and improve access to hemp-derived products. Finally, the order urges Congress to clarify the federal definition of hemp-derived cannabinoids and ensure safe CBD access for seniors.

This executive order (EO) instructs all executive departments and federal agencies to excuse their employees from duty on Wednesday, Dec. 24, 2025, and Friday, Dec. 26, 2025. The heads of executive departments and agencies may determine certain offices that must remain open and the respective employees that must report for duty on those days. Dec. 24, 2025, and Dec. 26, 2025, are thus considered within the scope of EO 11582 and 5 U.S.C. 5546 and 6103(b) as they relate to the pay and leave of employees.

This executive order (EO) adjusts the salaries of the statutory pay system; the ranges of rates of basic pay for members of the Senior Executive Services; the salaries for positions on the Executive Schedule, vice president, and Congress; justices and judges; and administrative law judges. The EO directs the Office of Personnel Management (OPM) to determine whether to provide up to a total increase of 3.8% to the rate of pay for certain federal civilian law enforcement personnel. The adjustments are effective on the first day of the first applicable pay period beginning on or after Jan. 1, 2026. This EO supersedes EO 14132 of Dec. 23, 2024.

The executive order (EO) stops short of directly preempting all state artificial intelligence (AI) laws, instead directing federal agencies to review state policies that may conflict with national priorities and to develop legislative recommendations for Congress to establish a federal AI regulatory framework. The order also signals the administration’s intent to challenge state laws deemed overly burdensome through a newly created AI Litigation Task Force, to restrict certain discretionary grant funding for states with conflicting AI policies and to prompt the Federal Communications Commission (FCC) and Federal Trade Commission (FTC) to issue guidance on AI-related standards and enforcement. President Trump emphasizes in the EO that any future federal framework should preserve protections for children, prevent censorship, respect copyrights and safeguard communities.

This executive order designates illicit fentanyl and its key precursor chemicals as weapons of mass destruction, citing the drug’s extreme lethality, its role in mass overdose deaths and its links to organized crime, cartels and foreign terrorist organizations. It directs federal agencies to treat fentanyl trafficking as a national security threat by increasing criminal investigations and prosecutions, targeting financial networks that support fentanyl production and distribution, and using sanctions and other enforcement tools where permitted by law. The order also instructs national security and defense agencies to incorporate fentanyl into chemical threat planning.

The executive order (EO) requires the Securities and Exchange Commission (SEC) to consider revising or rescinding rules and guidance on proxy advisors and shareholders, including Rule 14a-8. It also requires the SEC to enforce anti-fraud provisions on material misstatements or omissions in voting recommendations and assess whether proxy advisors should register as registered investment advisers (RIAs). The EO also directs the Federal Trade Commission (FTC) to investigate whether proxy advisors engage in unfair, deceptive or anticompetitive conduct. The EO also requires the Department of Labor (DOL) to assess whether proxy vote and engagement advice should be treated as fiduciary investment advice under the Employee Retirement Income Security Act of 1974 (ERISA).

The executive order establishes Food Supply Chain Security Task Forces within the Department of Justice and the Federal Trade Commission (FTC) to investigate anti-competitive practices in food-related industries, including meat processing, seed, fertilizer and equipment, with a focus on foreign-controlled companies that may raise costs or pose national security risks. The attorney general and FTC chair are directed to take enforcement actions, propose regulatory solutions and pursue criminal proceedings if collusion is found. The Task Forces must brief congressional leaders twice within the first year on progress and any recommended legislative actions, while safeguarding non-public and investigative information.

This executive order (EO) is a national artificial intelligence (AI) initiative modeled after the Manhattan Project to advance U.S. leadership in AI innovation and scientific discovery by creating the world’s largest repository of federal datasets for training AI models. The program will be housed within the Department of Energy (DOE), led by a senior appointee and coordinated by the assistant to the president for science and technology. The EO directs the creation of the American Science and Security Platform, which will provide access to DOE supercomputers, AI models, datasets and research tools, with specific milestones for identifying resources, assets and capabilities over the next 270 days. It also requires the development of a list of key national science and technology challenges, alignment of federal AI programs and expanded public-private collaboration through standardized partnerships and frameworks.

This Executive Order (EO) initiates a formal process to designate specific chapters of the Muslim Brotherhood as Foreign Terrorist Organizations (FTOs) and Specially Designated Global Terrorists (SDGTs), including the Lebanese, Egyptian and Jordanian Muslim Brotherhood chapters.

This executive order (EO) exempts coffee and certain other agricultural imports from the 40% tariff on imports from Brazil, effective Nov. 14, 2025. Together with the broader EO to exempt certain agricultural products from the 10% baseline tariff and country-specific reciprocal tariffs, these two actions reduce International Emergency Economic Powers Act (IEEPA)-based tariffs on coffee and certain other products of Brazil from 50% to zero.

This executive order (EO) modifies Annex II to exempt additional agricultural products from the 10% baseline tariff and country-specific reciprocal tariffs, effective Nov. 14, 2025. This includes goods like cocoa, coffee, vanilla and bananas, among other products that either cannot be produced domestically or in sufficient quantities.

This executive order (EO) aims to improve the foster care system in the United States through modernizing state child-welfare practices and expanding support for youth-aging-out-of-care. Another goal is to increase participation by qualified foster and adoptive families, including faith-based providers. The EO directs the Department of Health and Human Services (HHS) to update child-welfare data systems, promote the use of modern technology such as predictive analytics and artificial intelligence (AI), and publish key safety and permanency outcomes. The EO also establishes a “Fostering the Future” initiative, led jointly by HHS and the Office of the First Lady, to build partnerships with private-sector, nonprofit and educational organizations to support youth transitioning out of foster care through new education, employment and resource-navigation tools.

This executive order reduces the 20% tariff on China related to shipments of fentanyl and its precursor chemicals to 10%, effective Nov. 10, 2025.

This executive order extends the tariff pause that prevents the implementation of higher reciprocal tariffs on Chinese goods through Nov. 10, 2026.

The executive order directs all executive branch agencies to halt hiring for vacant or new federal civilian positions unless authorized by law or permitted under the order. It requires agencies to follow the Merit Hiring Plan, establish Strategic Hiring Committees to approve each hire and submit Annual Staffing Plans to the Office of Personnel Management (OPM) and the Office of Management and Budget (OMB). Agencies must also provide quarterly updates on their staffing progress beginning in the second quarter of fiscal year 2026.

This executive order (EO) instructs the Make America Healthy Again (MAHA) Commission to work with the assistant to the president for science and technology (APST) and the special advisor for artificial intelligence (AI) and crypto to develop innovative ways to use advanced technology such as AI to unlock improved diagnosis, treatments, cures and prevention strategies for pediatric and young adulthood cancer. The commission is also ordered to identify opportunities for the Childhood Cancer Data Initiative (CCDI) at the National Cancer Institute, which President Trump previously launched in 2019, to collect, generate and analyze childhood cancer data. It also is directed to seek ways to improve data infrastructure, enhance data analysis and improve clinical trial design with AI. Furthermore, the EO directs increased investment for CCDI from existing federal funds. Its budget will rise from $50 million to $100 million, giving the federal government stronger data for this effort. Lastly, the EO directs the Department of Health and Human Services (HHS) to fully integrate AI into current work on interoperability to provide data to inform research and clinical trial design.

This executive order extends the authorization of multiple federal advisory committees until Sept. 30, 2027, including bodies focused on national security, health, environment, education and monument management. It delegates responsibility for compliance with the Federal Advisory Committee Act to the heads of the agencies overseeing each committee. The order will take effect on Sept. 30, 2025.

This executive order establishes a framework agreement for the divestiture of TikTok’s U.S. operations. Under the framework, TikTok’s U.S. application will be operated through a newly established joint venture majority-owned and controlled by U.S. persons. ByteDance Ltd. will own less than 20% of the entity. 

This executive order designates ANTIFA as a domestic terrorist organization. It cites examples of violence and coordinated efforts to violate the law. It directs relevant executive departments to investigate and dismantle these illegal operations.

This executive order (EO) establishes a “Gold Card” visa program granting preferential treatment for entry and automatic eligibility for visas to the United States in exchange for a $1 million dollar payment for an individual or $2 million for a visa application sponsored by a corporation. This preferential treatment will allow for expedited processing of visa applications under existing programs. The EO also establishes a fund at the Commerce Department to spend the gifts received under the Gold Card program “to promote commerce and American industry.” The program is to be created in a joint effort by the secretary of commerce, the secretary of state and the secretary of homeland security 90 days after the issuance of this EO.

This proclamation creates a $100,000 fee to apply for any H-1B nonimmigrant worker visa for the next 12 months. It alleges widescale misuse of the H-1B visa program that has led to replacement of American workers with cheaper foreign labor in several industries. This proclamation does not apply to workers entering the country before the effective date of the change, which is Sept. 21. It also directs the secretary of labor to undertake efforts to adjust prevailing wage levels in line with the “policy goals” of the proclamation.

This executive order (EO) further extends the enforcement delay of the ban on TikTok in the Protecting Americans from Foreign Adversary Controlled Applications Act until Dec. 16, 2025. The EO instructs the Department of Justice not to enforce the act or impose any penalties for noncompliance during this period.

This executive order (EO) establishes a board composed of a chair and two additional members appointed by the president to investigate and report on the disputes between the Long Island Rail Road Company and its employees represented by Transportation Communications Union, the Brotherhood of Locomotive Engineers and Trainmen, the Brotherhood of Railroad Signalmen, the International Association of Machinists and Aerospace Workers, and the International Brotherhood of Electrical Workers. This executive order (EO) establishes a process for the administration to adjust tariffs to implement new trade agreements, which may include the implementation of limited tariff exclusions. Following the establishment of a trade agreement between the United States and a trading partner, the secretary of commerce and United States trade representative (USTR) are directed to determine what actions are necessary to implement such an agreement and “take the necessary and appropriate actions” to do so. Additionally, the EO updates Annex II, first issued alongside the EO that imposed reciprocal tariffs on all nations, to revise which imports are exempt from reciprocal tariffs. The update adds bullion-related articles, certain critical minerals and pharmaceutical products subject to pending Section 232 investigations and removes certain aluminum hydroxide, resin and silicone products. Products that no longer appear on the list will be subject to country-specific reciprocal tariffs beginning on Sept. 8. The EO also creates a new Annex III, “Potential Tariff Adjustments for Aligned Partners” (PTAAP), that includes a list of products for which the administration will “consider” reducing reciprocal tariffs to 0% based on the agreements that various trading partners reach with the United States. This annex is intended to contain products that cannot be grown, mined or naturally produced domestically or in sufficient quantities.

This executive order (EO) directs the secretary of state to designate any foreign country government found to have directly engaged in or provided support to the wrongful detention of a U.S. national as a State Sponsor of Wrongful Detention. Directs the Department of State to apply various penalties to designated foreign countries, including sanctions under the International Emergency Economic Powers Act (IEEPA), visa bans, travel restrictions, foreign assistance restrictions and export controls.

This executive order (EO) renames the United States Department of Defense to the United States Department of War.

This executive order (EO) codifies the general terms of the U.S.-Japan agreement reached on July 22. Japanese imports will be subject to a 15% tariff, including any existing duties, and apply retroactively to goods entered for consumption or withdrawn from warehouse for consumption on or after 12:01 a.m. EDT on Aug. 7, 2025. Additionally, Japan will be exempt from various product-specific tariffs. Japanese automotive exports will be subject to a 15% tariff as opposed to the 25% tariff in effect on most nations. Japan will remain subject to other Section 232 tariffs on steel, aluminum and copper; however, goods covered under the World Trade Organization Agreement on Trade in Civil Aircraft, except unmanned aircraft, will be subject to the lower 15% International Emergency Economic Powers Act (IEEPA)-rate, exempting steel, aluminum and copper content from the higher Section 232 duties. Additionally, Japanese “natural resources unavailable (or unavailable at sufficient scale to satisfy domestic demand) in the United States, generic pharmaceuticals, generic pharmaceutical ingredients, and generic pharmaceutical chemical precursors” will be exempt from U.S. tariffs entirely, meaning these products will be exempt from the 15% base rate, as well as any future Section 232 tariff levied on pharmaceuticals. In exchange, Japan agreed to increase imports of key American goods, including agricultural products, automobiles, commercial aircraft, defense equipment and energy. Japan will also invest $550 billion in the United States.

This executive order revises federal architecture policy by designating classical and traditional styles as the preferred approach for major public buildings. It requires federal courthouses, agency headquarters and other projects exceeding $50 million to emphasize designs that are visibly civic, regionally appropriate and reflective of dignity and stability. The General Services Administration (GSA) must update its policies, prioritize architects with expertise in classical and traditional architecture and establish a senior advisor for architectural design. Design competitions must include multiple traditional-style proposals, and if GSA seeks to approve a non-traditional design, such as brutalist or deconstructivist architecture, it must provide a detailed justification to the president, including cost comparisons and an explanation of why alternatives were rejected.

This executive order expands on the order that declared a crime emergency in the District of Columbia, by directing additional federal actions to restore law and order in the nation’s capital. It instructs the National Park Service to hire more U.S. Park Police, the U.S. attorney for D.C. to add prosecutors for violent and property crimes and the D.C. Safe and Beautiful Task Force to create an online portal to recruit law enforcement support and form a specialized unit for deployment in D.C. and other cities facing severe disorder. The secretary of defense must create a specialized unit within the D.C. National Guard and ensure state Guard units are trained and ready for rapid deployment nationwide. The Department of Housing and Urban Development (HUD) is tasked with investigating noncompliance with crime-prevention provisions in D.C. housing programs, while the Department of Transportation must increase inspections to protect transit worker safety.

This executive order directs the U.S. attorney general to prioritize the enforcement of laws against desecration of the American flag, including acts such as flag burning, where such behavior violates existing criminal or civil statutes. The order emphasizes the symbolic importance of the flag, noting that desecration may incite violence. Federal authorities are instructed to prosecute flag-related offenses to the fullest extent permissible under the Constitution and pursue litigation to clarify the limits of First Amendment protections. In addition, it authorizes immigration-related consequences for foreign nationals who engage in flag desecration, including denial or revocation of visas and even removal from the country.

This executive order builds on the order that declared a crime emergency in Washington, D.C., by targeting the city’s cashless bail policies. The order states that prohibiting cash bail allows repeat offenders and dangerous suspects to be released quickly. To address this, Federal law enforcement agencies are directed to seek federal custody and pretrial detention of offenders whenever possible, while the attorney general must review Metropolitan Police Department policies that may contribute to unwarranted releases and request changes from the D.C. mayor. The attorney general must also determine whether D.C. continues to prohibit cash bail for crimes such as murder, rape, assault and burglary, and update that determination if policies change.

This executive order directs the attorney general to submit to the president a list of states and local jurisdictions that have substantially eliminated cash bail for crimes that pose a clear threat to public safety. The order emphasizes that releasing potentially dangerous offenders without bail endangers communities, wastes law enforcement resources and undermines public safety. It also directs federal agencies, in coordination with the Office of Management and Budget, to identify federal funding provided to these jurisdictions that could be suspended or terminated.

This executive order launches the "America by Design" initiative to modernize the federal government’s digital and physical services, making them more user-friendly and visually cohesive. It establishes a National Design Studio within the White House and creates a new chief design officer role to coordinate design improvements across agencies, recruit creative talent and reduce duplicative design costs. Agencies must work with the chief design officer to update high-impact websites and service locations, align with the U.S. Web Design System and comply with the 21st Century Integrated Digital Experience Act. The order sets a deadline of July 4, 2026, for agencies to deliver initial improvements and places the National Design Studio under the Department of Homeland Security for administrative support, with its temporary organization terminating after three years.

This executive order directs the Department of Health and Human Service's (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR) to strengthen U.S. pharmaceutical supply chain security by filling the Strategic Active Pharmaceutical Ingredients Reserve (SAPIR) with a six-month supply of critical drug ingredients. ASPR is instructed to identify roughly 26 critical medicines, prioritize domestically manufactured ingredients when possible and prepare the SAPIR to receive and store these materials. The order also calls for updating the existing list of 86 essential medicines, developing a plan to secure their active pharmaceutical ingredient and proposing the establishment of a second SAPIR facility to enhance resilience.

This executive order declares a crime emergency in Washington, D.C. It says there are rising rates of violent crime, robbery and vehicle theft that jeopardize public safety, undermine federal operations and damage the city’s standing as the nation’s capital. The order states that these conditions endanger federal employees, citizens and visitors, and hinder the functioning of government institutions. Invoking authority under the Home Rule Act, the president directs the mayor to provide the services of the Metropolitan Police Department for federal purposes, such as protecting federal buildings and maintaining law and order, for the maximum period allowed by law. Operational control over these federal-use police services is delegated to the attorney general, who is empowered to determine and direct their scope. The attorney general is also tasked with ongoing monitoring of the district.

The memorandum directs the secretary of defense to mobilize the District of Columbia National Guard to combat rising violent crime in Washington, D.C. The National Guard will remain on active duty until the president determines law and order have been restored, with authority to coordinate with state governors to bring in additional National Guard personnel if needed.

This executive order (EO) extends the tariff pause on Chinese goods until Nov. 11, 2025. As a result, Chinese goods entering the United States will remain subject to a 30% tariff that represents a combination of the baseline tariff (10%) and fentanyl tariff (20%). Any Section 232 or Section 301 tariffs will be applied in addition to the 30% rate impacting all Chinese goods.

This executive order directs federal agencies to overhaul the discretionary grantmaking process to align awards more closely with national priorities and eliminate funding for activities deemed contrary to U.S. interests. Agencies must designate senior appointees to review all new funding announcements and awards, coordinate across agencies to reduce duplication and ensure requirements are clear and not overly burdensome for applicants. The order establishes stricter oversight for federal discretionary awards, emphasizing reproducibility in scientific research, commitment to implementing Gold Standard Science and preference for institutions with lower indirect cost rates and non-repeat award winners. It also directs the Office of Management and Budget to revise the federal Uniform Guidance to streamline application requirements and require all discretionary awards to include "termination for convenience clauses", which allows termination if a project no longer serves agency priorities or the national interest, while providing exceptions for agreements tied to international trade commitments, Department of Commerce grants under Title XCIX of the 2021 NDAA, the CHIPS Act of 2022 and Division F of the Infrastructure Investment and Jobs Act. Agencies must also limit allowable facilities and administrative costs, impose stricter controls on grant fund drawdowns and update all existing and future award terms to reflect these provisions. Within 30 days, each agency must review its standard grant terms and conditions and submit a report to the Office of Management and Budget detailing current termination provisions, the scope of active discretionary awards and plans to implement the order’s requirements.

The executive order directs federal banking agencies to review and, where permitted by law, remove guidance and practices that enable “politicized or unlawful debanking,” described as restricting or conditioning financial services based on customers’ political or religious beliefs or lawful business activities. Federal banking regulators refer to the Small Business Administration (SBA) and the federal member agencies of the Financial Stability Oversight Council (FSOC) with supervisory and regulatory authority over banks, savings associations or credit unions. Within 180 days, regulators must remove “reputation risk” and similar concepts from examination materials and consider amending existing regulations to ensure banking decisions are grounded in individualized, objective, risk-based analysis. The SBA must, within 60 days, instruct participating lenders to identify, notify, and where applicable, reinstate past and potential 7(a) clients. The order also requires the secretary of the treasury to develop a government-wide strategy within 180 days to combat debanking, mandating each regulator, within 120 days, to review supervised institutions for formal or informal debanking policies and take remedial action under applicable law.

The executive order directs the Department of Labor (DOL) to review and potentially rescind existing guidance that limits fiduciaries' ability to include alternative investments in defined-contribution plans. Specifically, the order requires the secretary of labor to reexamine all past and current guidance under the Employee Retirement Income Security Act of 1974 (ERISA), including the December 2021 Supplemental Private Equity Statement, within 180 days. It instructs the DOL to issue updated rules or guidance clarifying how fiduciaries may prudently assess the use of alternative assets in retirement plans, including criteria for balancing fees versus returns and possibly establishing safe harbors. The order also urges the DOL to address ERISA litigation risks that may deter fiduciaries from adopting broader investment strategies. Additionally, it directs coordination between the DOL, Department of the Treasury, and Securities and Exchange Commission to align relevant regulations, particularly around accredited investor and qualified purchaser status. Finally, the order expands the definition of “alternative assets” to include private market investments, real estate, commodities, digital assets, infrastructure and longevity risk-sharing pools.

This executive order (EO) applies an additional ad valorem tariff of 25% on top of the existing reciprocal tariffs applied to Indian imports to the United States, citing purchases of Russian Federation oil by the government of India as reason for the additional tariff. The EO also directs the secretaries of commerce, state and treasury to determine whether “any other country” is directly or indirectly importing Russian Federation oil, and to recommend whether the United States should impose additional tariffs, or take other measures to address their importation of Russian oil.

This executive order establishes the White House Task Force on the 2028 Summer Olympics, chaired by the president and vice-chaired by the vice president, to coordinate federal planning for security, transportation and immigration processes related to the Summer Olympic and Paralympic Games. The Task Force, composed of cabinet secretaries, senior White House officials and agency heads, will oversee interagency cooperation, address legal or logistical obstacles and manage visa and credentialing procedures for international participants. Housed within the Department of Homeland Security, it will receive agency reports by Oct. 1, 2025, and operate until Dec. 31, 2028, unless extended.

This executive order (EO) establishes the President's Council on Sports, Fitness and Nutrition, and reestablishes the Presidential Fitness Test. The test would be administered by the secretary of health and human services with the support of the secretary of education. The council will consist of up to 30 members appointed by the president, with members serving two-year terms and will be eligible for reappointment. The council will advise the president on strategies for reestablsihing the Presidential Fitness Test, development and promotion of challenges and school-based programs that reward excellence in physical education and fitness goals for American youth, among others.

This executive order (EO) updates the “reciprocal” tariff rates imposed under the International Emergency Economic Powers Act (IEEPA), including to reflect the trade deals and tariff letters that the administration has reached with or sent to certain trading partners in recent weeks. Starting on Aug. 7, the country-specific reciprocal tariff regime will replace the 10% “baseline” tariff for certain countries. The tariffs range from 15% to 41% and amend the rates assigned in Annex I on “Liberation Day.” Any nation not outlined in Annex I will remain subject to the 10% baseline. Any article determined to be transshipped to evade tariffs will be subject to a 40% tariff, in lieu of the applicable duty of the country of origin. The EO maintains exemptions for steel, aluminum, autos, copper and other sectors subject to current or future Section 232 “sectoral” tariffs.

This executive order (EO) increases the trafficking tariff imposed under the International Emergency Economic Powers Act (IEEPA) on imports from Canada from 25% to 35%; however, goods that satisfy rules of origin under the United States-Canada-Mexico Agreement (USMCA) will remain exempt from this tariff. This EO does not appear to modify the 10% rate on Canadian energy resources. The increased duty will apply to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on Aug. 1, 2025. Any article determined to be transshipped to Canada to evade tariffs will be subject to a 40% tariff, in lieu of the 35% rate assigned to Canada.

This executive order (EO) applies an additional 40% ad valorem tariff rate to the baseline 10% tariff already levied on goods imported from Brazil. The EO exempts civil aircraft and parts, tin, wood pulp, aluminum, energy products and fertilizers, among other products. To justify the tariffs, the EO declares a national emergency with respect to the threat posed to the U.S. economy by certain judicial actions censoring political speech in Brazil, among other actions undertaken by the Brazilian government.

This executive order (EO) suspends duty-free “de minimis” treatment for low-value shipments entering the United States regardless of their origin. All goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on Aug. 29, 2025, will no longer be eligible for de minimis entry. American travelers can still bring back up to $200 in personal items, and individuals can continue to receive bona fide gifts valued at $100 or less duty-free. The EO builds on an earlier Trump administration EO that suspended “de minimis” for goods from China. The One Big Beautiful Bill Act (OBBBA, Pub.L 119-21) sunsets the “de minimis” exemption in July 2027, a date this EO effectively moves forward.

This executive order outlines a new federal policy on addressing homelessness, which focuses on public safety and encourages the use of civil commitment for individuals with serious mental illness or substance use disorders who are living on the streets and unable to care for themselves. It directs federal agencies to support state and local efforts to enforce laws on drug use, urban camping and loitering, and to prioritize grants to jurisdictions that take action in those areas. It calls for redirecting resources away from harm reduction models and toward evidence-based treatment programs, particularly those that include accountability measures like drug courts and assisted outpatient treatment. Agencies are also instructed to increase oversight of homelessness programs, reduce reliance on “housing first” policies and ensure federal funds are not used to support drug injection sites or programs that fail to promote recovery.

The executive order (EO) calls for the preservation and expansion of non-revenue and women’s sports in the 2025-2026 athletic season. The EO calls on athletic departments to either increase, maintain or not reduce scholarship opportunities in non-revenue sports as provided during the 2024-25 athletic season, dependent on their revenue. The EO also calls on athletic departments with revenue greater than $50 million to provide the maximum number of roster spots for non-revenue sports and for athletic departments with less than $50 million to not reduce roster spots. The EO states the secretary of labor and the National Labor Relations Board will determine and implement the measures to clarifying the status of collegiate athletes that will maximize the educational benefits and opportunities provided by universities through athletics. The attorney general and Federal Trade Commission chairman shall protect the rights and interests of student-athletes and the long-term availability of athletic scholarships and opportunities, when these are challenges under antitrust or other legal theories.

This executive order (EO) establishes a national effort, under the direction of Office of Science and Technology Policy (OSTP), to support the American artificial intelligence (AI) industry by promoting the export of full-stack American AI technology packages. The Department of Commerce (DOC) and OSTP will work together with industry groups to develop requirements for the export program. Each export proposal must include a full-stack AI technology package, identify specific target countries or regional blocs for export engagement, describe a business or operational model, and comply with all relevant U.S. export control regimes, including outbound investment regulations and end-user policies.

This executive order (EO) seeks to ease federal regulatory burdens to facilitate the rapid and efficient buildout of artificial intelligence (AI) data centers and related energy infrastructure. Data Center Projects that require greater than 100 megawatts of new load dedicated to AI, and related component project for which the project sponsor has committed at least $500 million in capital expenditures will be able to benefit from the reduced regulatory requirements. The EO establishes a streamlined environmental review process for qualifying projects, with the aim of identifying any existing categorical exclusions pursuant to the National Environmental Policy Act (NEPA) that could facilitate their construction. Certain projects may also qualify as a transparency project pursuant to 42 U.S. 4370m-2(b)(2)(A)(iii) and Section 410003 of the Fixing America’s Surface Transportation Act (FAST-41), which will subject such projects to expedited review schedules. In addition to expedited regulatory reviews, the EO directs the Department of the Interior and the Department of Energy to identify federal lands that may be appropriate for relevant AI uses.

This executive order (EO) requires that artificial (AI) models procured by the federal government cannot exhibit ideological biases or social agendas, including exhibiting language or ideas associated with diversity, equity and inclusion (DEI) policies. Federal agencies will be required to procure large language models (LLMs) that abide by “Unbiased AI Principles,” which includes providing truthful responses to user prompts seeking information or analysis and providing neutral responses that do not favor ideological or partisan positions. Office of Management and Budget (OMB) and General Services Administration (GSA) will have 120 days to issue guidance to agencies to implement the new procurement requirements, and agencies must implement those new requirements within 90 days of their publication.

This executive order creates a new category of federal employment—Schedule G—within the excepted service for non-career positions of a policy-making or policy-advocating nature that are typically vacated during a presidential transition. This fills a gap in current civil service classifications, which already allow excepted service appointments for confidential or policy-determining roles (Schedules C and Policy/Career), but not explicitly for policy-advocating, non-career roles. Positions in Schedule G will be exempt from standard civil service removal protections, and appointments must reflect alignment with presidential policies without regard to political affiliation. The director of the Office of Personnel Management is ordered to implement the change through regulatory amendments.

This executive order (EO) directs the treasury secretary, within 45 days of enactment of the One Big Beautiful Bill Act, to enforce the termination of the 45Y and 48E tax credits for wind and solar facilities. The order is providing the treasury secretary the authority to issue new and revised guidance to ensure policies concerning "the beginning of construction" are not bypassed. As part of this, the order allows the secretary to prevent the "artificial acceleration or manipulation of eligibility" and restrict the use of "broad safe harbors" unless a large part of the projects has been built. The EO also directs the secretary of the interior to review the agency's regulations, guidance, policies and practices under its jurisdiction to determine whether any provide preferential treatment to wind and solar facilities. It then authorizes the secretary of the interior to rescind these policies.

This executive order (EO) extends the July 9 reciprocal tariff deadline for all nations, except China, Canada and Mexico, which are subject to separate timelines. The tariffs assigned on Liberation Day or in the newly released letters informing nations of their new duty rate will go into effect on goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on Aug. 1, 2025.

This executive order (EO) directs the secretary of the interior to develop a strategy to increase revenue and improve recreational experiences at national parks by increasing entrance fees and recreation pass fees for nonresidents in areas of the National Park System (NPS). The Department of the Interior (DOI) will also increase prices for nonresidents for the America the Beautiful Pass and the National Parks and Federal Recreational Lands Pass. These funds will be used for improving infrastructure. In addition, the secretary of the interior shall review the maintenance backlog within the NPS and take actions to fully implement the National Parks and Public Land Legacy Restoration Fund established in the Great American Outdoors Act to invest in national park infrastructure. The order also revokes the presidential memorandum titled "Promoting Diversity and Inclusion in Our National Parks, National Forests, and Other Public Lands and Waters."

This executive order (EO) directs all federal land management agencies to ensure their policies promote responsible stewardship of natural resources while also driving economic growth; expand access to public lands; encourage voluntary conservation efforts; reduce regulations that impede environmental management; and recover wildlife population's through voluntary conservation efforts. The order also establishes the President's Make America Beautiful Again Commission, which will be chaired by the secretary of the interior, with the assistant to the president for domestic policy serving as executive director. This Commission will advise the president on policies regarding the conservation of U.S. natural resources, by recommending ways to improve conservation efforts; develop policies to recover fish and wildlife through collaboration rather than regulation, involving coordination with state wildlife agencies; recommend solutions to expand access to clean drinking water; and restore aquatic systems and develop policies to expand access to public lands, national parks, national forests and wildlife refuges by promoting recreational activities.

This executive order (EO) terminates six prior EO’s which comprised the United States’ sanctions regime toward Syria – EO’s 13338, 13399, 13460, 13572, 13573, and 13582 – finding that the circumstances in Syria which precipitated the sanctions have “been transformed” following the fall of former President Bashar al-Assad's regime. It directs federal agencies to take a number of actions to begin the process of rolling back sanctions which the president cannot reverse unilaterally, including revoking Syria’s state sponsor of terror designation, while keeping sanctions on Assad, his associates and other destabilizing regional actors in place.

This executive order (EO) further extends the enforcement delay of the ban on TikTok in the Protecting Americans from Foreign Adversary Controlled Applications Act until Sept. 17, 2025. The EO instructs the Department of Justice not to enforce the act or impose any penalties for noncompliance during this period.

This executive order (EO) codifies the general terms of the United States of America and the United Kingdom of Great Britain and Northern Ireland Economic Prosperity Deal reached on May 8. The United Kingdom (U.K.) will be exempt from various product-specific tariffs and commits to work with the United States to secure its supply chains in strategic sectors. Specifically, the deal (1) lowers the 25% tariff on automobiles and parts to 10% for the first 100,000 cars imported into the United States; (2) exempts U.K. aircraft and related parts from being subject to the reciprocal tariffs and tariffs on steel and aluminum; and (3) exempts the U.K. from the 50% tariff on steel and aluminum, pending the secretary of commerce's establishment of a tariff-rate quota. Notably, steel, aluminum and their derivative articles in excess of the established tariff-rate quota will be subject to the 50% tariff. The EO does not codify other aspects of the general terms, such as the creation of a secure pharmaceutical supply chain and increased market access for U.S. agricultural products. The U.K. remains subject to the 10% baseline tariff. The general terms are effective seven days after the publication of this order in the Federal Register

This executive order (EO) amends former President Joe Biden's Jan. 3, 2025 EO titled "Regarding the Proposed Acquisition of United States Steel Corporation by Nippon Steel Corporation" to allow the acquisition of U.S. Steel Corporation by Nippon Steel Corporation to move forward, provided that both Nippon and U.S. Steel enter into a National Security Agreement (NSA) addressing several national security risks previously identified by the Committee on Foreign Investment in the United States (CFIUS), and that the deal includes a "golden share" owned by the U.S. government providing veto power over any decision to relocate U.S. Steel's headquarters, move the company outside of the United States, rename U.S. Steel, transfer production or jobs outside of the United States and close or idle plants before certain time frames.

This executive order (EO) directs the federal government to empower state and local leaders to improve wildfire response and mitigation through a series of actions. Within 90 days of the order, the secretary of the interior and the secretary of agriculture are to consolidate their wildland programs to achieve the most "efficient and effective use of wildland fire offices." They, in consultation with the secretary of homeland security, are also directed to expand and strengthen the use of partnerships that empower federal, state, local, tribal and community-driven land management policies that reduce wildfire risk; and develop new policies. Within 180 days of this order, the secretary of the interior and the secretary of agriculture, in consultation with the secretary of commerce and the heads of executive departments and agencies (agencies) represented at the National Interagency Fire Center, shall: develop a technology roadmap to increase wildfire firefighting capabilities, including through artificial intelligence (AI) data sharing and modeling capabilities. Within 90 days of this order the administrator of the Environmental Protection Agency (EPA) shall consider modifying or rescinding rulemakings or policies that impede the use of appropriate, preventative prescribed fires. The secretary of agriculture and the secretary of the interior are asked to do the same as it relates to using fire retardant to fight wildfires.

This executive order (EO) directs the Federal Aviation Adminiatration (FAA) administrator to repeal the prohibition on overland supersonic flight, establish an interim noise-based certification standard and repeal other regulations hindering supersonic flight. The FAA administrator is also instructed to establish a standard for supersonic aircraft noise certification. The EO further promotes the coordination of supersonic research and development, test and evaluation efforts and prioritizes international engagement through the FAA.<br />  

This executive order (EO) establishes the Federal Task Force to Restore American Airspace Sovereignty to review and propose solutions to unmanned aircraft systems (UAS) threats, directs the Federal Aviation Administration (FAA) administrator to establish a process to restrict drone flights over critical infrastructure and to make Notices to Airmen and Temporary Flight Restrictions freely available online. The order also requires the attorney general and FAA administrator to increase enforcement of civil and criminal laws against drone operators and authorizes federal agencies to use existing authorities to detect, track and identify drones. Additionally, the EO mandates the publication of guidance for critical infrastructure owners/operators to use drone detection technologies. It also creates the National Training Center for Counter-UAS to secure major events like the 2026 FIFA World Cup and the 2028 Summer Olympics.

This executive order (EO) directs federal agencies to fast-track U.S. leadership in drone and advanced air mobility technologies by enabling Beyond Visual Line-of-Sight (BVLOS) operations – mandating a proposed rule from the Federal Aviation Administration (FAA) within 30 days and a final rule within 240 days – while deploying artificial intellegence (AI) to assist in reviews of unmanned aircraft systems (UAS) waiver applications. It further launches the eVTOL Integration Pilot Program (eIPP), which will select at least five pilot projects within 180 days. The EO additionally promotes U.S.-manufactured drones and expedites the export of U.S.-manufactured civil UAS to foreign partners. The EO also expands military drone procurement via the Defense Innovation Unit's (DIU) Blue UAS list.

This executive order (EO) focuses on amending two previous cybersecurity-focused EOs, one from the Biden administration and another from the Obama administration. The order narrows U.S. cyber sanctions to target only foreign actors and excludes election-related interference, revokes President Biden's digital ID initiatives and scales back provisions requiring federal contractors to attest to secure software development. The EO also directs key personnel to develop standards on vulnerabilities in artificial intelligence (AI) systems, issue new encryption requirements for federal agencies and instructs National Institute of Standards & Technology (NIST) to establish a consortium on implementation of secure software development practices.

This memorandum directs the Health and Human Services (HHS) secretary to take action to eliminate waste, fraud and abuse in the Medicaid program, focusing on ensuring that Medicaid payment rates do not exceed those of Medicare where legally possible. It criticizes practices such as taxing providers and returning the funds as Medicaid payments, which drawdown additional federal dollars without increasing state contributions. These State Directed Payments have grown rapidly, reaching $110 billion in 2024, and are viewed as threatening the financial stability of Medicaid and the federal budget.

This proclamation is a follow-up to an earlier one made during the first Trump presidency that restricted or banned travel of visitors from certain countries. In the document, the White House cites serious national security and safety concerns as the reason for these new restrictions. Travellers from Afghanistan, Burma, Chad, Republic of the Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Somalia, Sudan and Yemen are fully banned from entering the country. Travel from Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela is restricted under the proclamation, with the document calling on consular officers to restrict visas from these countries.

This proclamation prevents the enrollment of foreign students at Harvard University. In the announcement, the White House cites unacceptable instances of criminal activity by foreign students and the lack of disciplinary action on the part of the college administration as the main motivators of this decision. It also highlights growing relationships between Harvard University and foreign governments as well as the refusal of the Harvard administration to provide the federal government with more information on rising crime rates on campus as contributing to this move.

This executive order (EO) modifies previous orders to increase tariffs on steel, aluminum and their derivative products from 25% to 50%, effective June 4. The president invoked Section 232 of the Trade Expansion Act of 1962 to adjust the duties, citing concerns that the existing duty rates are not effectively mitigating the threat to national security. Tariffs on steel and aluminum imports from the United Kingdom (UK) will remain at the 25% rate due to the U.S.-UK Economic Prosperity Deal (EDP) signed on May 8, 2025. On or after July 9, the secretary of commerce may adjust the applicable duties and construct import quotas for steel and aluminum consistent with the terms of the EPD or may increase the applicable rates of duty to 50% if it is determined that the UK has not complied with relevant aspects of the EPD. This EO also maintains that steel and aluminum tariffs would not be "stacked" on top of the fentanyl tariffs applied to Canadian and Mexican goods that do not comply with the U.S.-Mexico-Canada Agreement (USMCA).

This executive order (EO) instructs the energy, defense and transportation secretaries, and the director of the Office of Management and Budget (OMB) to provide a report on national policy and spent nuclear fuel management, and recommendations for the use of nuclear waste materials. This order instructs the secretary of energy to consult with the chair of the U.S. Nuclear Regulatory Commission (NRC) and OMB to develop a plan to expand domestic uranium conversion capacity and enrichment capabilities to meet civilian and defense reactor needs. This order also directs the secretary of energy to create a program to dispose of surplus plutonium by processing and making it available for advanced reactor fuel fabrication, stopping the surplus plutonium disposition program. This order also authorizes the secretary to support the establishment of nuclear industry consortia by ensuring offtake for newly established domestic fuel supply across milling, conversion/deconversion, enrichment, fabrication and recycling/reprocessing.

This executive order (EO) instructs the secretary of energy to issue guidance on qualifications of test reactors; take steps to expedite the processing of applications for test reactors; revise regulations, guidance, and procedures to expedite the review, approval and deployment of advanced reactors under Department of Energy (DOE) jurisdiction; create a pilot program for the construction and operation of at least three reactors outside of the National Laboratories; and eliminate internal environmental review for authorizations, permits, approvals and other activities related to reactor testing.

This executive order (EO) directs the secretary of the army to establish a program to build a nuclear reactor at a domestic military installation and commence operations within the next three years. This order also directs the energy secretary to designate artificial intelligence (AI) data centers that are located/operated in coordination with Department of Energy (DOE) facilities as critical defense facilities. In addition it designates nuclear reactors powering these data centers as defense critical electric infrastructure. The EO directs the energy secretary to designate DOE sites, along with the private sector, to deploy advanced nuclear technology to power AI infrastructure and meet national security objectives within 30 months. The EO encourages collaboration with the private sector to promote nuclear security and remove government barriers. The EO directs the secretary of state to implement a program to expedite agreements and remove burdens on American exports.

This executive order (EO) directs the U.S. Nuclear Regulatory Commission (NRC) to complete rulemakings within 18 months and revise its regulations and guidance documents. The revisions include; establishing fixed deadlines for evaluation and approval of licenses; setting an 18-month deadline for construction and operation of new reactors and a 12-month deadline for continued operation of an existing reactor; revising regulations in compliance with National Environmental Policy Act (NEPA); establishing a new pathway for approving reactors; establishing a process for high-volume licensing of microreactors and modular reactors; and reconsidering regulations limiting license terms.

This executive order (EO) pauses the 125% “reciprocal” tariff on Chinese goods until Aug. 12, 2025. As a result, Chinese goods entering the United States will effectively be subject to a 30% tariff that represents a combination of the baseline tariff (10%) and fentanyl tariff (20%). This rate is effective May 14, 2025 through Aug. 12, 2025. Any Section 232 or Section 301 tariffs will be applied in addition to the 30% rate impacting all Chinese goods. China will match the reciprocal tariff pause, lowering its 125% tariff on American goods to 10%. In addition, this EO lowers the tariff rate applied to Chinese goods that were formerly eligible for de minimis entry from 120% to 54%. The import fee applied to such goods will remain $100 and increase to $200 on June 1, 2025.

The executive order (EO) directs the U.S. trade representative and secretary of commerce to take action to ensure foreign nations are not engaged in any practices that purposefully and unfairly undercut market prices and drive price hikes in the United States, including suppressing the price of pharmaceutical products below fair market value in foreign countries. Within 30 days, the Trump administration must communicate most-favored nation price targets to pharmaceutical manufacturers to bring prices for American patients in line with comparably developed nations. If drug manufacturers fail to offer most-favored-nation pricing, the EO directs the Department of Health and Human Services (HHS) to (1) propose a rulemaking plan to impose most-favored-nation pricing and (2) take other aggressive measures to reduce the cost of prescription drugs to U.S. consumers and end anticompetitive practices. The EO also directs HHS to establish a mechanism through which American patients can buy their drugs directly from manufacturers who sell to Americans at a most-favored-nation price, bypassing middlemen.

This executive order directs the Office of the Federal Register to streamline and expedite the publication of regulatory actions in the Federal Register. It requires the archivist of the United States to modernize systems, report on average publication times and revise the fee schedule to reflect actual costs and improved efficiencies. The order also mandates a follow-up report to the Office of Management and Budget (OMB) on whether these reforms have led to faster publication.

This executive order seeks to reduce the use and impact of criminal penalties for violating federal regulations by increasing transparency, narrowing enforcement and requiring agencies to justify and publicize criminal regulatory offenses. It directs all executive agencies, in coordination with the Department of Justice, to publish lists of criminally enforceable regulations, specify the applicable mens rea (mental state) standard for each and discourage prosecution of offenses that are not clearly defined or reported. The order emphasizes civil or administrative enforcement over criminal prosecution, particularly for strict liability offenses, and mandates that all new rules with criminal penalties include clear statutory authority and intent standards. Immigration and national security enforcement are exempt from this order’s scope.

This executive order (EO) directs the secretary of veterans affairs (VA) to establish a National Center for Warrior Independence on the West Los Angeles VA Campus where homeless veterans can seek and receive the care, benefits and services. It directs the Department of Health and Human Services (HHS) secretary and the Department of Housing and Urban Development (HUD) secretary to ensure that funds that may have been spent on illegal aliens are redirected to the National Center for Warrior Independence. The EO also directs the VA secretary to work with other VA families and aim to restore self-sufficiency to homeless veterans. Furthermore, the VA secretary is directed to increase care options for veterans and restore accountability and excellence at the VA.

This executive order (EO) directs relevant agencies to end federal funding of gain-of-function research conducted by foreign entities in countries of concern or in other countries where there is not adequate oversight to ensure that the countries are compliant with U.S. oversight standards and policies. It also directs the Office of Science and Technology Policy (OSTP) to revise or replace the 2024 "United States Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential" as well as the "Framework for Nucleic Acid Synthesis Screening" to strengthen top-down independent oversight, increase accountability and clearly define the scope of covered research. Federal agencies must also develop and implement a strategy to govern, limit and track gain-of-function research across the United States that occurs without federal funding. The EO also includes future enforcement terms that must be included in every life-science research contract or grant award.

This proclamation amends the tariff applied to automobile parts used in domestically assembled vehicles. Automobile manufacturers that assemble parts in the United States will be eligible to receive an import adjustment amount equal to 3.75% of their Manufacturer’s Suggested Retail Price (MSRP) for all U.S. production between April 3, 2025, to April 30, 2026. The import adjustment amount will be decreased to 2.5% of the MSRP in the following year. The proclamation also stipulates that this modification will only apply to automobiles that undergo final assembly in the United States, meaning all other automobiles and part imports will remain subject to the 25% tariff.

The executive order (EO) directs the Food and Drug Administration (FDA) to review existing regulations and guidance related to the development of domestic pharmaceutical manufacturing and take steps to eliminate any duplicative or unnecessary requirements, maximize the timeliness and predictability of agency review and streamline and accelerate the development of domestic pharmaceutical manufacturing. The review would encompass all regulations and guidance that apply to the inspection and approval of new and expanded manufacturing capacity, emerging technologies that enable the manufacturing of pharmaceutical products, active pharmaceutical ingredients, key starting materials and associated raw materials in the United States. The EO also directs the FDA to develop and advance improvements to the risk-based inspection regime that ensures routine reviews of overseas manufacturing facilities. It also directs the Environmental Protection Agency (EPA) to take action to update regulations that apply to the inspection and approval of new and expanded manufacturing capacity of pharmaceutical products.

This executive order directs the federal government to end funding for National Public Radio (NPR) and the Public Broadcasting Service (PBS). The order cited concerns about bias and the outdated nature of public broadcasting subsidies. The Corporation for Public Broadcasting (CPB) is instructed to cancel both direct and indirect funding to NPR and PBS and revise future grant rules to prevent continued support. Federal agencies must also identify and terminate any financial ties to NPR and PBS, review existing agreements for compliance and evaluate whether these organizations meet federal nondiscrimination standards.

This executive order (EO) limits the cumulative effect, or “stacking,” of several tariff actions, ensuring the auto sector is not subject to the 25% tariff on steel and aluminum or the 25% tariff on Canadian and Mexican goods that do not comply with the United States-Mexico-Canada Agreement (USMCA). Importers will still be required to pay the 25% tariff on automobiles and parts as well as the 20% fentanyl tariff on Chinese goods. Per earlier EOs and proclamations, country-specific reciprocal tariffs—including the 125% tariff in effect on Chinese goods and the 10% baseline tariff—also do not apply to goods subject to the automotive or other Section 232 “reshoring” tariffs.

This executive order directs the administrator of the Federal Motor Carrier Safety Administration (FMCSA) to rescind a 2016 document that provided guidance on the English-language requirement for commercial motor vehicle drivers. The administrator is directed to issue new guidance to the FMCSA and enforcement personnel to enhance inspection procedures as necessary to ensure drivers that do not meet the English-language requirement are placed out-of-service. The administrator is also ordered to review non-domiciled commercial driver’s licenses (CDLs) issued by relevant state agencies to identify any "unusual patterns" and take appropriate actions to improve the effectiveness of current protocols for verifying the authenticity and validity of both domestic and international commercial driving credentials. Additionally, the secretary of transportation is directed to identify and begin carrying out additional actions to improve working conditions for truck drivers.

This executive order targets "sanctuary" jurisdictions that protect illegal migrants from federal immigration authorities. It calls on the Department of Homeland Security (DHS) to compile a list of these jurisdictions and mandates a process to identify and suspend federal aid going to these locations and any federal benefits that might be going to illegal migrants. It also requires an examination of existing laws in these areas to identify any that might discriminate against American citizens in favor of illegal immigrants.

This executive order establishes a federal policy focused on supporting and strengthening state and local law enforcement, emphasizing crime reduction and opposing certain equity-based policies. It directs the attorney general to provide legal support and restitution for officers facing unjust liability while they are on the job, and to review federal consent decrees that may impede policing. It calls for increased federal support through training, pay, benefits, prison investment and data collection, and encourages the use of national security and military resources to assist local crime prevention. It also instructs the Justice Department to take legal action against state or local officials who obstruct law enforcement or implement discriminatory equity programs. Additionally, it integrates Homeland Security Task Forces to help coordinate implementation of these priorities.

This executive order directs the secretary of commerce, through the National Oceanic and Atmospheric Administration, to expedite the process for reviewing and issuing seabed mineral exploration licenses and commercial recovery permits in areas beyond national jurisdiction pursuant to the Deep Seabed Hard mineral Resources Act.

This executive order reforms the probationary and trial period system for new federal employees by requiring agencies to affirmatively certify that an employee’s continued employment advances the public interest before finalizing their appointment. It repeals certain regulations, creates a new Civil Service Rule XI and mandates written evaluations and meetings before an employee completes their probationary period. Agencies must actively review, document and either approve or terminate employees nearing the end of their probation or trial period based on their performance and alignment with agency goals. The Office of Personnel Management (OPM) is tasked with updating regulations to reflect these changes.

This memorandum directs the attorney general, in consultation with the secretary of the treasury, to investigate allegations that online fundraising platforms have facilitated illegal “straw” donations and foreign contributions to political candidates and committees. It responds to concerns that malign actors are laundering prohibited donations by using dummy accounts, gift cards or prepaid cards to evade detection, with specific references to platforms like ActBlue. The attorney general must use all lawful authority to enforce election laws and report findings to the president within 180 days.

This executive order establishes the White House Initiative on Historically Black Colleges and Universities (HBCU) that shall work with executive departments and agencies, the President's Board of Advisors on HBCUs, private-sector employees, educational associations, philanthropic organizations and other partners to increase the capacity of HBCUs to provide the highest-quality education to an increasing number of students. This will focus on increasing the private-sector role and enhancing HBCU's capabilities to serve the nation's young adults. This order also establishes the President's Board of Advisors on HBCUs within the Department of Education. This revokes Executive Order 14041 – White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity Through Historically Black Colleges and Universities.

This executive order (EO) directs the secretary of education to take all appropriate actions to enforce the requirements of Section 117 of the Higher Education Act (HEA). This includes: reversing or rescinding any actions by the Biden administration that permit IHEs to not disclose details about their foreign funding; requiring universities to specifically disclose details about sources and purposes of foreign funds, in compliance with Section 117 and any other applicable foreign funding disclosure requirements; increasing transparency to the American people about such foreign funding; and holding IHEs that fail to comply accountable through audits, investigations and, where necessary, enforcement through the attorney general.The EO directs the secretary of education and other agency heads to take appropriate actions to ensure IHEs provide certification of compliance with applicable foreign disclosure requirements, or else risk revocation of federal grant funds.

This executive order sets a new federal policy aimed at ending the use of “disparate-impact liability” across the government. Disparate-impact liability is a legal theory that can treat any difference in outcomes among groups (like racial or gender groups) as evidence of discrimination, even when there’s no intent to discriminate and everyone had the same opportunity. The order says this approach pressures employers and organizations to use race or sex in decision-making to avoid lawsuits, which undermines fairness and merit-based systems. It directs federal agencies to stop enforcing rules that rely on disparate-impact liability, review and revise current regulations and identify cases or enforcement actions that apply this standard. Agencies are instructed to prioritize treating individuals equally under the law and focus on opportunity, not outcomes, as the guiding principle.

This executive order directs the secretary of education and the attorney general to issue new guidance to local education agencies (LEAs) and state educational agencies (SEAs) regarding school discipline and their obligations not to engage in racial discrimination under Title VI within 30 days. The secretary shall take appropriation action with LEAs and SEAs that fail to comply with Title VI protections. Within 60 days, the secretary and attorney general shall initiative coordination with governors and state attorneys general regarding the prevention of racial discrimination in the application of school discipline. The secretary of defense shall issue a revised school discipline code that appropriately protects and enhances the education of the children of America's military-service families. The secretaries of education, health and human services, and homeland security along with the attorney general are required to submit a report to the president regarding the status of discriminatory equity ideology based school discipline and behavior modification techniques in American public education.

This executive order (EO) directs the secretaries of labor, commerce and education to review and submit a strategy report on all federal workforce development programs within 90 days. The EO also directs the secretaries of labor, commerce and education to submit a plan to reach one million new apprentices within 120 days. This plan must include (1) avenues to expand registered apprenticeships to new industries and occupations, (2) measures to scale this model and improve the efficiency and (3) new opportunities, including through career and technical education and federal student aid, to enhance connections between the education system and registered apprenticeships. Finally, the EO directs the secretaries of labor, commerce and education to improve transparency on the workforce development program and credential outcomes, including earnings and employment data, for all federal workforce development programs.

This executive order (EO) directs the secretary of commerce, in consultation with the secretary of health and human services, to immediately consider suspending, revising or rescinding policies that burden the domestic commercial fishing, aquaculture and fish processing industries. The secretary of commerce is directed to identify these regulations within 30 days and take appropriate actions to reduce their regulatory burden. In addition, the secretary of commerce is directed to request that each Regional Fishery Management Council, within 180 days of this order, to provide updates to their recommendation pursuant to EO 13921 to reduce burdens on domestic fishing and to increase production. The executive order also directs the secretary of commerce and the secretary of agriculture to develop and implement an America First Seafood Strategy to promote the production and sale of fishery and aquaculture products. The order also directs the secretary of commerce, in consultation with the secretary of the interior, to review all existing marine national monuments and provide an recommendations for opening them for commercial fishing.

This executive order directs all executive departments and agencies to prioritize the purchase of commercially available products and services, rather than custom-developed or non-commercial alternatives, in compliance with the Federal Acquisition Streamlining Act. It requires contracting officers to review pending solicitations for non-commercial acquisitions and submit justifications to their agency’s approval authority, who will assess compliance with legal and policy requirements and report progress to the Office of Management and Budget (OMB). Agencies must also seek written approval before soliciting non-commercial products or services in the future.

This executive order directs the secretary of commerce to launch an investigation under Section 232 to determine the effects of the imports of processed critical minerals and their derivative products on national security. It orders a report to be submitted to the secretary of treasury, the secretary of defense, the United States trade representative, the assistant to the president for economic policy and the senior counselor to the president for trade and manufacturing after 90 days for review before a final report and recommendations to be submitted to the president after 180 days.

This executive order (EO) directs federal agencies to take a range of actions related to prescription drug pricing. The EO instructs the Department of Health and Human Services (HHS) to issue guidance for the Medicare Drug Price Negotiation Program for 2026–2028, including steps to improve transparency and prioritize high-cost drugs. It calls for the agency to work with Congress to align the treatment of small molecule drugs and biologics under the program. The order also directs interagency recommendations on stabilizing Medicare Part D premiums, instructs the Food and Drug Administration (FDA) to streamline the Section 804 drug importation process and requires federally qualified health centers to offer insulin and epinephrine at discounted 340B prices to eligible patients. Additional directives include surveying hospital drug acquisition costs, increasing Pharmacy Benefit Managers (PBM) transparency and evaluating Medicaid drug payment models.<br />  

This executive order revokes Executive Orders 12072 and 13006, which previously required federal agencies to prioritize locating their offices in urban central business districts and historic properties. The order directs the General Services Administration (GSA) to amend relevant regulations to allow agencies greater flexibility in selecting office locations based on cost-efficiency and mission effectiveness rather than location mandates.

This executive order directs a comprehensive reform of the Federal Acquisition Regulation (FAR) to eliminate unnecessary and overly complex rules that hinder efficient federal procurement. It tasks the administrator of the Office of Federal Public Procurement Policy, in coordination with the FAR Council and agency acquisition officials, with amending the FAR to retain only statutory or essential provisions that enhance usability, efficiency or national security. Agencies must align their supplemental procurement rules with these reforms, and a sunset provision is proposed for non-statutory FAR clauses unless renewed within four years.

This memorandum directs executive agencies to revoke the security clearance of former Cybersecurity and Infrastructure Security Agency (CISA) Director Christopher Krebs and to review clearances held by individuals affiliated with him, including at the cybersecurity firm SentinelOne, due to alleged violations of First Amendment principles. It accuses Krebs and CISA, under his leadership, of improperly pressuring social media companies to censor dissenting viewpoints on the 2020 election and COVID-19, thereby undermining public trust and open debate. The attorney general and secretary of homeland security are also instructed to conduct a comprehensive review of Krebs’ conduct as a federal employee and of CISA’s activities over the past six years for alignment with Executive Order 14149, which bars federal censorship. A joint report with recommendations for further action is to be submitted to the president.

This memorandum directs executive agencies to suspend the security clearance of former Department of Homeland Security (DHS) staffer Miles Taylor and to review clearances held by individuals at organizations affiliated with him, including the University of Pennsylvania. It accuses Taylor of improperly disclosing classified information for personal gain, spreading false narratives to undermine a sitting president and violating his oath of public service. The secretary of homeland security is also instructed to review Taylor’s conduct while in government, specifically examining unauthorized disclosures and violations of federal employee standards. A report with recommendations for further action is to be submitted to the president.

This executive order directs the secretaries of the State Deparment and Department of Defense to reevaluate restrictions imposed by the Missile Technology Control Regime on Category I items and to develop a list of priority partners for conventional arms transfers. It also orders the submission of plans to improve the transparency of defense sales to foreign partners and a single electronic system to track all direct commercial sales (DCS) export license requests and ongoing foriegn military sales (FMS) efforts.

This executive order targets Susman Godfrey LLP (Susman), directing federal agencies to take immediate steps to suspend the firm’s access to government contracts, services and facilities due to its alleged engagement in activities deemed harmful to national interests, including election-related litigation, military-related advocacy and race-based employment practices. It mandates a review of all contracts involving Susman and instructs agencies to terminate those contracts wherever legally possible. The order also calls for restricting security clearances and government building access for Susman personnel and discourages federal agencies from hiring former Susman employees without a formal waiver.

This executive order (EO) (1) pauses the imposition of the higher country-specific reciprocal tariffs on all countries, except China, while leaving the broad 10% reciprocal tariff rate in effect, (2) further increases the reciprocal duty rate imposed on Chinese goods and (3) further raises the levies imposed on Chinese goods that previously entered under the “de minimis” exception. The country-specific reciprocal tariffs have been paused until 12:01 a.m. EDT on July 9, 2025. The EO increases the reciprocal tariff imposed on Chinese goods from 84% to 125%. This amended duty rate will continue to apply on top of other existing duties, including the 20% fentanyl tariffs, effectively bringing the tariff rate on Chinese goods to 145%. The EO increases the duty rate and fees on Chinese goods previously eligible for “de minimis.” The tariffs applied to such goods will increase from 90% to 120%. The minimum fee applied per postal item entered for consumption on or after 12:01 a.m. EDT on May 2, 2025, will increase to $100. The fee will increase to $200 on or after 12:01 a.m. EDT on June 1, 2025.

This memo instructs federal agencies to begin repealing regulations deemed clearly unlawful, particularly those invalidated or undermined by recent Supreme Court rulings. Agencies are directed to rely on the “good cause” exception under the Administrative Procedure Act to immediately repeal such rules without undergoing a notice-and-comment process. Priority must be given to regulations inconsistent with Supreme Court decisions in cases such as Loper Bright, West Virginia v. EPA, SEC v. Jarkesy and others. Agencies must also justify any decision to retain regulations previously identified as potentially unlawful under Executive Order 14219.

This executive order directs federal agencies to review and identify regulations that stifle competition, create monopolies or impose unnecessary barriers to market entry, with the goal of eliminating or reforming them. Agencies must consult with the Federal Trade Commission (FTC) and the attorney general to compile lists of such regulations and recommend whether they should be rescinded or modified. The FTC must also solicit public input on anti-competitive regulations, and a consolidated list of recommendations will be submitted for possible inclusion in the Unified Regulatory Agenda pursuant to Executive Order 14219.

This executive order directs agencies by Sept. 30 to insert a “conditional” sunset date of Sept. 30, 2026 into regulations issued pursuant to several statutes including the Energy Policy Act of 1992, the Energy Policy Act of 2005, the Natural Gas Act of 1938, the Mining Act of 1872, the Federal Land Policy and Management Act of 1976, the Outer Continental Shelf Lands Act of 1953, the Endangered Species Act of 1973 and the Marine Mammal Protection Act of 1972. According to the order, the regulation will “cease to be effective” and be removed from the Code of Federal Regulations after the sunset date. Agencies may extend the sunset date “as many times as is appropriate” but never to a date more than five years in the future. The same guideline is required for any new regulation covered by the order. The order applies to the Environmental Protection Agency (EPA), the Department of Energy (DOE), the Federal Energy Regulatory Commission (FERC), the Nuclear Regulatory Commission (NRC), the Bureau of Land Management, the Bureau of Ocean Energy Management (BOEM), the Bureau of Safety and Environmental Enforcement and the U.S. Fish and Wildlife Service (FWS).

This executive order directs the assistant to the president for national security affairs, in coordination with other relevant agencies, to develop a Maritime Action Plan (MAP) to serve as the basis for future policy and executive actions. The MAP will include recommendations for increasing U.S. commercial shipbuilding capacity, expanding the Maritime Industrial Base and a Maritime Security Fund for investing in maritime developments.

This executive order directs the secretary of energy to rescind the Department of Energy (DOE) regulation titled, "Energy Conservation Program: Definition of Showerhead." The rescissions will go into effect 30 days after publication of the notice.

This executive order directs the secretary of defense to submit a plan to reform the Department of Defense’s acquisition process to expedite acquisitions, enhance workforce efficiencies and manage risk for all acquisitions programs within 60 days. It also directs each secretaries of the Army, Navy and Air Force and component acquisitions executives to develop a plan within 120 days for optimizing the acquisition workforce. The order additionally directs a review of any program more than 15% behind schedule to be reviewed for inconsistencies regarding policy objectives.

This executive order directs the secretary of energy to invoke emergency authorities under Section 202(c) of the Federal Power Act to address this increasing demand for energy. Specifically, the executive order directs the secretary of energy to develop a methodology for analyzing current and anticipated reserve margins for all regions regulated by the Federal Energy Regulatory Commission (FERC). The secretary of energy is ordered to use this methodology to identify any reserve margins that are operating below acceptable thresholds. The Department of Energy (DOE) will publish this methodology, along with any analysis it produces, to the agency’s website within 90 days of this order. In this case, Section 202(c) authorities will allow the secretary of energy to order temporary connections of facilities, and generation, delivery, interchange or transmission of electricity to address the national energy emergency President Trump declared on his first day in office.

The executive order directs the attorney general, in consultation with heads of relevant agencies, to identify state and local laws, regulations, policies and practices that the administration finds unconstitutional, unenforceable or preempted by federal laws. The attorney general is ordered to prioritize state laws that address climate change; involve environmental, social and governance initiatives; highlight environmental justice, greenhouse gas emissions and carbon fees. Within 60 days of this order, the attorney general will submit a report to Trump concerning actions taken to stop enforcement of these state laws and procedures.

This executive order (EO) further increases the reciprocal duty rate imposed on Chinese goods, including those that previously qualified under the “de minimis ” exemption. The reciprocal tariff on Chinese goods will increase from 34% to 84%. This amended duty rate will continue to apply on top of other existing duties, including the 20% fentanyl tariffs, effectively bringing the tariff rate on Chinese goods to 104%. Select Chinese goods are also subject to Section 301 tariffs, which will further increase duty rates. This increased reciprocal tariff will go into effect as previously scheduled on April 9 at 12:01 a.m. EDT. This EO also increases the duty rate and fees on Chinese goods previously eligible for “de minimis.” The tariff applied to such goods will increase from 30% to 90%. The minimum fee applied per postal item entered for consumption on or after 12:01 a.m. EDT on May 2, 2025, will increase to $75. The fee will increase to $150 on or after 12:01 a.m. EDT on June 1, 2025.

This executive order amends President Trump’s previous order titled “Immediate Measures to Increase American Mineral Production” by designating coal as a “mineral.” This entitles coal to the order’s many directives to expedite permitting, prioritize mineral development on federal lands and streamline regulatory frameworks. It directs federal agencies to review and potentially rescind any guidance that seeks to transition the United States away from coal production and electricity generation. The order also orders agencies to identify for the Council on Environmental Quality (CEQ) any existing and potential categorical exclusions pursuant to the National Environmental Policy Act (NEPA) that could advance coal production and exportation.

This executive order (EO) defines artificial intelligence (AI) and establishes the White House Task Force on Artificial Intelligence Education, which will be chaired by the director of the Office of Science and Technology Policy (OSTP) and consist of numerous agency and department heads, including the secretaries of agriculture, labor, energy and education, among others.The EO directs the task force to establish plans for a Presidential Artificial Intelligence Challenge (Challenge) and the represented agencies to hold the Challenge no later than 12 months from submission of the plan. Parameters of the Challenge are outlined in the EO, with the goals of encouraging and highlighting student and educator achievements in AI, promoting wide geographic adoption of technological advancement, and fostering collaboration between government, academia, philanthropy and industry to address national challenges with AI solutions. Agencies are also directed to establish public-private partnerships with leading AI industry organizations, academic institutions, nonprofit entities and other organizations with expertise to develop online resources focused on teaching K-12 students foundation AI literacy. The EO also mandates that various agencies give priority to grants prioritizing the use of AI in education. The order establishes a schedule of actions to take place within 90, 120 or 180 days.

This executive order (EO) further extends the enforcement delay of the ban on TikTok in the Protecting Americans from Foreign Adversary Controlled Applications Act until June 19, 2025. The EO instructs the Department of Justice not to enforce the act or impose any penalties for noncompliance during this period.

This executive order revokes China's eligibility for the de minimis exemption, ending the pause on the action ordered on Feb. 5. Chinese goods, excluding articles sent through the international postal network, valued up to $800 will no longer be able to enter the United States duty-free on May 2, 2025 at 12:01 a.m. EDT. A tariff amounting to 30% of the value of Chinese goods will be applied. At a minimum, a $25 import fee will be applied per postal item entered for consumption on or after 12:01 a.m. EDT on May 2, 2025. The fee will increase to $50 on or after 12:01 a.m. EDT on June 1, 2025. The tariffs will apply in addition to all existing duties on Chinese goods.

This executive order (EO) imposes a baseline across-the-board 10% tariff on all countries, starting on April 5 at 12:01 a.m. EDT.The baseline tariff will be applied on top of all existing duty rates with the exception of goods from Mexico and Canada. Starting on April 9 at 12:01 a.m. EDT, a country-specific reciprocal tariff regime will replace the baseline 10% tariffs for certain countries as outlined in Annex I. Canada and Mexico will not be subject to reciprocal tariffs but will remain subject to tariffs related to the influx in fentanyl importations. The EO also exempts products subject to current and future sector-specific “reshoring” tariffs implemented under Section 232 of the Trade Expansion Act of 1962. This currently includes steel, aluminum and autos. The EO also exempts goods listed in an Annex II. These are largely agricultural, pharmaceutical and industrial inputs.

This executive order establishes an office called the United States Investment Accelerator (Investment Accelerator) within the Department of Commerce to streamline regulatory processes and accelerate domestic and foreign investments exceeding $1 billion. The new office will support investors by reducing federal regulatory burdens, coordinating with state governments, facilitating access to national resources and overseeing initiatives like the CHIPS Program Office to ensure favorable terms for taxpayers. It also tasks the Investment Accelerator with identifying existing legal tools to aid investors while safeguarding national security. 

This executive order directs a coordinated federal response to curb exploitative practices in the ticketing industry, particularly targeting scalpers and ticketing platforms that use bots or impose excessive fees. It instructs the Federal Trade Commission (FTC) and the attorney general to enforce antitrust and consumer protection laws, ensure compliance with the Better Online Ticket Sales (BOTS) Act and consider regulatory action to increase price transparency. The FTC is also tasked with scrutinizing the secondary ticket market for unfair or anti-competitive conduct, while the Treasury Department will investigate scalpers’ compliance with tax laws. A joint report detailing implementation actions and potential legislative or regulatory recommendations is due within 180 days.

This executive order establishes a federal initiative to improve public safety and beautification in Washington, D.C., through the creation of a D.C. Safe and Beautiful Task Force led by the homeland security advisor and composed of representatives from key federal law enforcement and public safety agencies. The Task Force is charged with enhancing federal coordination with local law enforcement, prioritizing immigration enforcement, supporting police recruitment, combating fare evasion and increasing both federal and local police presence in high-traffic areas, including national parks and monuments. The order also directs the Department of the Interior to lead a beautification program that includes monument restoration, removal of graffiti and encampments and general cleanup of public spaces, with support from other federal departments and private-sector partners.

This executive order excludes certain federal agencies and subdivisions from the coverage of labor-management relations statutes, particularly where their work involves intelligence, counterintelligence or national security functions. It delegates authority to agency heads, including the secretaries of the Departments of Defense, Veterans Affairs and Transportation, to determine which subdivisions should be excluded or have provisions suspended due to national security concerns. 

This executive order (EO) directs federal agencies and officials to remove what it characterizes as ideological distortions of American history from federally supported museums and historical sites. It expresses concern that recent exhibits and training programs have promoted divisive narratives that portray American values and history as inherently oppressive. The EO instructs the vice president, in his role on the Smithsonian Board of Regents, to work toward eliminating such content and to recommend citizen regents who support this goal. It also calls for future federal funding for the Smithsonian to be conditioned on the exclusion of programs seen as degrading American values or promoting gender ideology. Additionally, the order mandates infrastructure improvements to Independence National Historical Park in time for the United States’ 250th anniversary and directs the secretary of the interior to review and, where appropriate, reinstate historical monuments or markers altered since 2020 that may have been influenced by what it describes as partisan or inaccurate historical reinterpretations.

This executive order targets the law firm Wilmer Cutler Pickering Hale and Dorr LLP (WilmerHale), directing federal agencies to suspend security clearances for its personnel, halt the provision of federal resources to the firm and terminate existing government contracts with it where permissible. The order accuses WilmerHale of engaging in partisan legal work, supporting policies contrary to American interests and employing individuals—including Robert Mueller and his former team—associated with “partisan investigations.” Agencies are also instructed to restrict interactions with WilmerHale employees and avoid hiring its personnel without national security waivers. 

This proclamation imposes a 25% tariff on foreign-made passenger vehicles, light trucks and automobile parts. While the proclamation currently identifies engines, transmissions, powertrain components and electrical parts as automobile parts subject to the tariff, it also includes a process to expand these tariffs, if needed. The tariff also applies to vehicles from American companies whose cars are assembled outside of the United States. Importantly, importers under the United States-Mexico-Canada Agreement (USMCA) will have the opportunity to designate the U.S. content in their vehicles. Accordingly, systems will be implemented to ensure the tariff only applies to the value of the non-U.S. content. Until this system is established, USMCA-compliant automobile parts will remain tariff-free. The secretary of commerce, in consultation with U.S. Customs and Border Patrol (CBP), has been tasked with developing this process.

This executive order (EO) establishes a broad federal policy aimed at strengthening election integrity by enforcing existing laws around voter eligibility and ballot security. It directs federal agencies to require documentary proof of U.S. citizenship for voter registration, enhance access to federal databases for verifying voter eligibility and assist states in maintaining accurate voter rolls. It also prioritizes enforcement against non-citizen voting and prohibits ballots from being counted after Election Day, as well as conditions federal funding on state compliance with these rules. Additionally, voting systems must provide a voter-verifiable paper record, and the use of barcode-based ballots is discouraged except for accessibility needs. Furthermore, the EO increases oversight of foreign influence in elections, restricts the use of federal funds by organizations that engage in election-related lobbying and requires information-sharing agreements between the Department of Justice and state election officials to improve prosecution of election-related offenses. The order also includes provisions to support states in implementing these requirements, such as expanded access to Social Security and immigration databases, technical assistance and prioritization of federal funding for states that meet new election security standards.

This executive order attempts to centralize federal payment processing at the Treasury Department by reducing the disbursing authority at Non-Treasury Disbursing Offices (NTDOs). The secretary of the treasury is required to assess whether to maintain disbursing authorities provided to agencies and issue notices to revoke those delegations. The order also requires the secretary of the treasury to update guidance and enhance systems to ensure that all payments made by the Department of the Treasury are subject to mandatory verification processes. The leaders of agencies, though designated agency officials, must comply with the disbursement requirements and instructions published by the Department of the Treasury, including pre-certification requirements. Additionally, the order requires the director of the Office of Management and Budget (OMB) to direct agencies to consolidate their core financial systems. 

This executive order requires the secretary of the treasury to cease issuing paper checks for disbursements of federal intragovernmental payments, tax refunds, vendor payments and benefit payments. All executive departments and agencies must transition to electronic funds transfer (EFT) methods, including prepaid card accounts and direct deposit. Additionally, the secretary of the treasury is ordered to provide agencies access to the Department of the Treasury’s centralized payment systems for direct deposit, debit and credit card payments, real-time payment systems, digital wallets and other modern electronic payment options. The order provides exemptions for agencies, including a continuation of providing paper checks for individuals who do not have access to banking services or electronic payment systems.

This executive order targets the law firm Jenner & Block LLP, directing the suspension and review of its employees' security clearances and calling for the termination of existing government contracts with the firm. The order cites Jenner’s alleged engagement in partisan legal activity, misuse of its pro bono practice and employment of Andrew Weissmann, whom it accuses of unethical conduct. Federal agencies must report any business ties with Jenner and reassess whether such relationships align with national interests, and they are instructed to restrict Jenner employees’ access to federal facilities and hiring eligibility. 

This executive order (EO) orders the secretary of state, in consultation with other agency heads, to impose a 25% tariff on all goods from countries that import Venezuelan oil “directly or indirectly.” The imposition of tariffs will be based on an investigation conducted by the secretary of commerce, however, the secretary of state is granted the authority to impose tariffs “in his discretion.” The tariff will go into effect on or after April 2, 2025, and will expire one year after a country halts the importation of Venezuelan oil or at the secretary of commerce’s discretion. President Donald Trump invoked the International Emergency Economic Powers Act (IEEPA, 50 U.S. Code § 1701) to declare that Venezuela, under the leadership of President Nicolás Maduro, poses a national security threat to the United States, citing concerns about political corruption and Tren De Aragua’s, a newly United States-designated foreign terrorist organization, criminal activity across the Western hemisphere. 

This executive order revokes Executive Order 14237, which had imposed restrictions on the law firm Paul, Weiss, Rifkind, Wharton & Garrison LLP due to concerns over its past conduct. The revocation follows Paul Weiss's adoption of new policies, including political neutrality in hiring and client selection, a commitment to merit-based employment practices and a pledge to provide $40 million in pro bono services supporting veterans, justice reform and anti-Semitism initiatives.

This executive order mandates all federal agencies to eliminate internal data silos by granting designated officials full access to unclassified agency records, information technology (IT) systems and software to improve oversight and reduce waste, fraud and abuse. Agencies must rescind any guidance impeding data sharing and submit reports to the Office of Management and Budget (OMB) within 30 days identifying regulatory barriers to inter- and intra-agency data access. The order also grants the Department of Labor expanded access to unemployment data and directs agencies to review classified information policies for potential overclassification. 

The executive order (EO) directs Secretary of Education Linda McMahon to take all the necessary steps to facilitate the closure of the Department of Education and return authority over education to the states and local communities while ensuring the effective and uninterrupted delivery of services, programs and benefits on which Americans rely. The EO also directs any programs or activities receiving any remaining department funds to not advance diversity, equity or inclusion (DEI) or gender ideology. 

This order instructs agencies to list all projects that have submitted permit applications and are awaiting approval to the chair of the National Energy Dominance Council (NEDC). The chair will then identify projects to receive immediate approval. Additionally, agencies are asked to submit mineral production projects to the executive director of the Permitting Council to be considered for expedited permitting under Title 41 of the Fixing America’s Surface Transportation Act (FAST), or FAST-41. The executive order also directs the secretary of the interior to produce a list of all mineral deposits underlying federal lands, and to then prioritize mineral production as the primary land use on those lands. It instructs the secretary of the interior to “prioritize mineral production and mining related purposes as the primary land uses in these areas” while also stipulating that “land use plans under the Federal Land Policy and Management Act shall provide for mineral production and ancillary uses” while amending plans as necessary to support the order. Trump also invoked the Defense Production Act (DPA), which grants the secretary of defense and the CEO of the U.S. International Development Finance Corporation (DFC) authority to finance mineral production projects that directly support domestic capacity. Also on the international side, the executive order directs the Export–Import Bank of the United States (EXIM) to release updated guidance concerning the Supply Chain Resiliency Initiative (SCRI) and the Make More in America Initiative. The executive order covers any critical minerals pursuant to the Energy Act of 2020, as well as, uranium, copper, gold, potash and any other “element, compound or material” the NEDC chair determines. 

This executive order directs a government-wide consolidation of procurement for common goods and services into the General Services Administration (GSA) to reduce duplication, improve efficiency and lower costs for taxpayers. All agencies are required to submit proposals for transitioning their domestic procurement responsibilities to GSA within 60 days, and GSA must deliver a comprehensive implementation plan to the Office of Management and Budget (OMB) within 90 days. The order also designates the GSA administrator as the executive agent for government-wide information technology (IT) acquisition contracts and mandates rationalization of “indefinite delivery contract vehicles.” 

This memorandum directs the elimination of diversity, equity, inclusion and accessibility (DEIA) considerations from hiring, promotion and performance evaluations in the Foreign Service, emphasizing a merit-based approach. It revokes the DEIA Core Precept from the Foreign Service’s 2022-2025 Decision Criteria for Tenure and Promotion and instructs the State Department to ensure that hiring and retention decisions are not influenced by race, sex, religion or other protected characteristics. Also, it prohibits employees from advocating for “discriminatory equity ideology” while acting in an official capacity. The secretary of state is tasked with reviewing whether any Foreign Service Members have engaged in discriminatory hiring or promotion practices and, if necessary, taking appropriate disciplinary action or referring cases to the president. 

This executive order directs the assistant to the president for national security affairs and the assistant to the president for economic policy, as well as other related executive departments to publish a National Resilience Strategy to advance the resiliency of infrastructure, communities and the U.S. economy to global threats and hazards. The National Resilience Strategy will include a national critical infrastructure policy, a national continuity policy, preparedness and response policies, a national risk register and plans to improve communications between state and local governments with local officials. The National Resilience Strategy will be reviewed every four years.

The order directs federal agencies to suspend security clearances held by individuals at Paul, Weiss, Rifkind, Wharton & Garrison LLP and restrict the firm’s access to government resources. It mandates a review of all federal contracts involving Paul Weiss, requiring agencies to terminate contracts where legally permissible and assess the firm’s business relationships with federal contractors. Additionally, the order limits federal hiring of Paul Weiss employees without a waiver and restricts their access to government buildings. It also reinforces a prior executive order (Executive Order 14230) targeting law firms engaged in practices deemed contrary to national security and government interests.

This executive order directs the reduction or elimination of non-statutory functions within specific federal entities deemed unnecessary. It mandates that these entities scale back operations to the minimum required by law and report their compliance within seven days. The Office of Management and Budget (OMB) is instructed to reject funding requests that do not align with the order’s objective. The targeted entities include the Federal Mediation and Conciliation Service, United States Agency for Global Media, Woodrow Wilson International Center for Scholars, Institute of Museum and Library Services, United States Interagency Council on Homelessness, Community Development Financial Institutions Fund and the Minority Business Development Agency.

This executive order rescinds 18 executive actions from the previous administration, building on the 78 revocations previously issued in Executive Order 14148. The rescinded actions include five executive orders, five presidential memoranda, five presidential determinations and two national security memoranda. These revocations target policies related to labor regulations, energy supply interventions, biotechnology, foreign policy and defense production authorities. The order aims to realign federal policy by eliminating directives that the administration views as burdensome or misaligned with its priorities.

This executive order directs the secretary of education, in coordination with the secretary of treasury, to propose revisions to the Public Service Loan Forgiveness Program to modify the definition of public service. This definition should exclude organizations that engage in activities such as aiding or abetting violations of federal immigration laws, supporting terrorism, engaging in violence to obstruct or influence federal government policy, child abuse, aiding and abetting illegal discrimination or violating State tort laws. 

This executive order establishes the White House Task Force on the FIFA World Cup 2026 to coordinate federal preparations for the event, which coincides with the United States' 250th anniversary. Chaired by the President, the task force includes key cabinet officials and agency heads responsible for ensuring security, logistics and economic benefits. The Department of Homeland Security will provide administrative support, and agencies must submit reports on their planning efforts by June 1, 2025. The task force will be dissolved on December 31, 2026, unless otherwise extended.

This executive order paused the 25% tariff for all Canadian goods that satisfy United States-Mexico-Canada Agreement (USMCA) rules of origin or that claim and qualify for USMCA preference until April 2. The 25% tariff remains in effect for all other goods. The 10% tariff on Canadian energy resources that are covered under USMCA is also paused. The duty rate on potash decreased from 25% to 10%.

This executive order (EO) establishes a Strategic Bitcoin Reserve and a Digital Asset Stockpile to serve as a secure accounts for government digital asset holdings. The EO requires the Treasury Department to create an office to administer and maintain control of custodial accounts capitalized with all the Bitcoin and other digital assets that were forfeited as part of criminal or civil asset forfeiture proceedings or civil money penalties. The Treasury Department and Commerce Department are required to develop strategies to acquire additional Bitcoin, so long as those plans are budget neutral and do not impose costs on taxpayers. The Treasury Department is prohibited from acquiring other stockpile assets without further executive or legislative action.

This executive order paused the 25% tariff for all Mexican goods that satisfy United States-Mexico-Canada Agreement (USMCA) rules of origin or that claim and qualify for USMCA preference until April 2. The 25% tariff remains in effect for all other goods. 

This executive order targets Perkins Coie LLP, citing its alleged role in election-related misconduct, racial discrimination and undermining democratic institutions. It directs federal agencies to suspend security clearances held by Perkins Coie personnel, terminate government contracts with the firm where legally permissible and restrict its access to federal resources. The order also mandates an investigation by the Equal Employment Opportunity Commission and the Department of Justice into discriminatory hiring practices at major law firms, particularly those working with the federal government. Additionally, it limits government interactions with Perkins Coie employees, restricts their hiring by federal agencies and requires contractors to disclose any business dealings with the firm. 

This executive order mourns the death of Jocelyn Nungaray, a 12 year old from Texas who was killed by Venezuelan migrants alleged to belong to the Tren de Aragua gang. The order directs the Secretary of the Interior to take all appropriate actions to rename the Anahuac National Wildlife Refuge the Jocelyn Nungaray National Wildlife Refuge in her memory.

This executive order (EO) amends the "Imposing Duties to Address the Synthetic Opioid Supply Chain in the People’s Republic of China" EO that was released on Feb. 1. The initial EO imposed a 10% tariff on all Chinese goods. The EO is amended to change the tariff rate from 10% to 20%. The 20% tariff will be applied in addition to any existing tariffs on Chinese goods. The EO cites China's inadequate actions to combat the exportation of fentanyl and other illicit drugs into the United States. 

This executive order (EO) amends the "Imposing Duties to Address the Flow of Illicit Drugs Across Our Southern Border" EO that was released on Feb. 1. The Feb. 1 EO's implementation was paused until March 4. The change will allow eligible Mexican goods to enter the United States under the de minimis provision, pending "notification by the secretary of commerce to the president that adequate systems are in place to fully and expediently process and collect tariff revenue."

This executive order (EO) amends the "Imposing Duties to Address the Flow of Illicit Drugs Across Our Northern Border" EO that was released on Feb. 1. The Feb. 1 EO's implementation was paused until March 4. The change will allow eligible Canadian goods to enter the United States under the de minimis provision, pending "notification by the secretary of commerce to the president that adequate systems are in place to fully and expediently process and collect tariff revenue."

This executive order (EO) designates English as the official language of the United States, emphasizing its role in national unity, civic engagement and efficient government operations. It asserts that a shared national language strengthens American identity and helps new citizens integrate socially and economically. The order revokes EO 13166, which previously required federal agencies to provide services in multiple languages but clarifies that agencies may continue offering multilingual materials at their discretion. Additionally, it directs the attorney general to rescind related policy guidance and issue updates in accordance with existing laws. While establishing English as the sole official language, the order allows agency heads flexibility in determining language-related services based on their missions.

This executive order directs the secretary of the interior and the secretary of agriculture, through the director of the Bureau of Land Management (BLM) and chief of the Forest Service (USFS) to issue new or update guidance that facilitates increase limber production, reduce timber delivery times and decrease uncertainty for the sector. Within 60 days of his order, the secretary of the interior, through the director of the United States Fish and Wildlife Service (FWS) and the secretary of commerce, through the assistant administrator for Fisheries will complete a strategy for USFS and BLM forest management projects under the Endangered Species Act (ESA) Section 7 (inter-agency consultation guidelines) to improve the speed of approvals. The order also directs throughout the next 280 days to set targets for annual timber sale targets; complete the Whitebark Pine Rangewide Programmatic Consultation under Section 7 of the ESA; adopt categorical exclusions under National Environmental Policy Act (NEPA) related to timber production, forest management and wildlife reduction projects; and establish a new categorical exclusion for timber thinning and re-establish a categorical exclusion for timber salvage activities. Lastly, the executive order directs all relevant agencies to eliminate any undue burdens on the permitting processes related to timber production. 

This executive order directs the secretary of commerce to initiate a Section 232 investigation to determine whether the importation of timber, lumber and their derivative products undermines national security. Section 232 of the Trade Expansion Act of 1962 allows the president to impose import restrictions, including tariffs, based on the result of a Commerce Department investigation into whether a foreign import threatens national security. The secretary of commerce is directed to review the state of timber and lumber production domestically and abroad and report whether foreign governments are engaging in anticompetitive practices that undermine U.S. production. The secretary of commerce, in consultation with the secretary of defense and other agency heads, will report on the national security risks associated with the importation of timber and lumber and recommend appropriate actions, including tariffs. The report is due Nov. 26, 2025.

This executive order implements strict oversight of federal spending on contracts, grants and loans to enhance transparency and accountability. It directs agencies, in coordination with their Department of Government Efficiency (DOGE) team leads, to establish centralized systems for tracking payments, requiring written justifications for expenditures, and allowing agency heads to pause payments lacking proper justification. Agencies must review and terminate or renegotiate existing contracts and grants where appropriate, with a priority on scrutinizing funds allocated to educational institutions and foreign entities. The order also mandates stricter controls on federally funded travel, freezes most government employee credit cards for 30 days and initiates a plan to dispose of excess federal real estate. 

This executive order (EO) directs the secretary of health and human services, treasury and labor to take action to rapidly implement and enforce health care price transparency regulations pursuant to EO 13877 of June 2019 (“Improving Price and Quality Transparency in American Healthcare to Put Patients First”), including, within 90 days of the date of the order, action to: require the disclosure of the actual prices of items and services, not estimates; issue updated guidance or proposed regulatory action ensuring pricing information is standardized and easily comparable across hospitals and health plans; and issue guidance or proposed regulatory action updating enforcement policies designed to ensure compliance with the transparent reporting of complete, accurate and meaningful data.

This executive order directs the secretary of commerce to initiate a Section 232 investigation to determine whether the importation of copper undermines national security. Section 232 of the Trade Expansion Act of 1962 allows the president to impose import restrictions, including tariffs, based on the result of a Commerce Department investigation into whether a foreign import threatens national security. The secretary of commerce is directed to review the state of copper production, smelting, refining and recycling domestically and abroad and report whether foreign governments are engaging in anticompetitive practices that undermine U.S. production. The secretary of commerce, in consultation with the secretary of defense, the secretary of the interior and the secretary of energy, will report on the national security risks associated with copper import dependency and recommend appropriate actions, including tariffs. The report is due Nov. 22, 2025.  

This memorandum directs the federal government to restrict investments from individuals affiliated with China in key sectors, such as the tech industry and U.S. critical infrastructure. The memorandum includes a directive to institute a “fast-track” process to encourage greater investment from allies and partners in U.S. businesses engaged in advanced technologies. It also mandates expedited environmental reviews for investments exceeding $1 billion in the United States. The memorandum calls for the use of “all necessary legal instruments” to restrict persons affiliated with China from investing in key areas and to restrict U.S. persons from investing in China’s military-industrial sector. The memorandum further directs “mitigation” agreements to contain concrete actions and specifies that resources will be allocated to facilitate investments from partner countries. The memorandum underscores that the U.S. government will continue to review restrictions on U.S. outbound investment as it relates to semiconductors, quantum technologies, artificial intelligence (AI) and more, while also easing restrictions on foreign investors’ access to U.S. assets proportionally to their independence from China’s practices, particularly about predatory tech-acquisition activities. 

This memorandum direct the U.S. trade representative (USTR), secretary of commerce and secretary of treasury to investigate whether other nations impose taxes, regulations or other barriers that unfairly discriminate against U.S. companies. The memorandum specifically targets countries that impose a digital services tax (DST), including France, Austria, Italy, Spain, Turkey, the United Kingdom and Canada. However, the agencies are also directed to identify other countries’ trade and regulatory practices that undermine U.S. growth, intellectual property and global competitiveness. The USTR is directed to recommend appropriate actions, including tariffs, to counter such unfair practices under applicable authorities in its reports outlined in the “<a href="https://www.whitehouse.gov/presidential-actions/2025/01/america-first-trade-policy/">America First Trade Memorandum</a>,” which are due April 1. Additionally, USTR, in consultation with the secretary of commerce and the senior counselor to the president for trade and manufacturing, shall establish a process that allows American businesses to report foreign tax or regulatory practices that disproportionately harm United States companies.

This executive order mandates a significant reduction in the federal bureaucracy by eliminating non-essential government entities, cutting statutory functions to the minimum required by law and terminating specific advisory committees. It specifically targets the Presidio Trust, the Inter-American Foundation, the United States African Development Foundation and the United States Institute of Peace (USIP) for elimination to the fullest extent permitted by law. Agency heads must submit reports justifying their continued existence, while the Office of Management and Budget (OMB) is directed to reject funding requests inconsistent with the order’s objectives. Additionally, it disbands the Presidential Management Fellows (PMF) Program, eliminates the Federal Executive Boards and revokes related executive orders and regulations. The order also instructs senior White House advisors to identify further government entities and advisory committees for termination, aiming to shrink the federal government, cut costs and enhance accountability.

This executive order directs federal agencies to review and rescind regulations that exceed statutory authority, impose excessive costs or hinder economic and technological progress. It prioritizes eliminating unconstitutional or unauthorized rules and limits enforcement of regulations that extend beyond clear statutory mandates. Agency heads, in coordination with their Department of Government Efficiency (DOGE) team leads and the Office of Management and Budget (OMB), must compile lists of such regulations within 60 days and develop a plan for their removal. The order also restricts the issuance of new regulations, requiring agency heads to consult with DOGE team leads and the Office of Information and Regulatory Affairs to ensure alignment with administrative policy. Exceptions are made for matters related to national security, homeland security and immigration.

The executive order (EO) directs the assistant to the president for domestic policy to submit to the president a list of policy recommendations on protecting access to in-vitro fertilization (IVF) and aggressively reducing out-of-pocket and health plan costs for IVF treatment within 90 days. Specifically, recommendations will focus on ensuring reliable access to IVF and addressing any current policies that exacerbate the cost of IVF treatments. The EO recognizes that more avenues to affordable IVF treatments are needed, and that the general U.S. fertility rate is at a historic low. 

This executive order seeks to increase presidential oversight and control over independent regulatory agencies, ensuring that all executive branch officials remain accountable to the president and, by extension, the American people. It asserts that previous administrations allowed independent agencies to operate with minimal presidential supervision, leading to inconsistent and uncoordinated regulatory actions. To address this, the order mandates that all significant regulatory actions from executive departments and independent agencies be submitted for review by the Office of Information and Regulatory Affairs (OIRA) before publication. The order also directs the Office of Management and Budget (OMB) to establish performance standards for independent agency heads, review agency spending to align with presidential priorities, and require agency heads to coordinate with the White House Domestic Policy and National Economic Councils. Additionally, independent agencies must appoint White House liaisons to facilitate communication with the executive branch. The order clarifies that the president and attorney general have the final authority on legal interpretations within the executive branch, and no federal employee may issue legal interpretations that contradict their guidance unless explicitly authorized. 

This executive order requires the secretaries of education and health and human services to provide a plan to the president to end COVID-19 school mandates. This plan will include a list of discretionary federal grants and contracts provided to elementary schools, local education agencies, state educational agencies, secondary schools and institutions of higher education who are non-compliant. The plan must also include each executive department or agency’s process for preventing federal funds from being provided to and rescinding funds from elementary schools, local education agencies, state educational agencies, secondary schools and institutions of higher education who are non-compliant. The secretary of education must also issue guidance to the above entities about their legal obligations with respect to parental authority, religious freedom, disability accommodations and equal protection, as it relates to COVID-19 school mandates.

This executive order establishes the National Energy Dominance Council within the Executive Office of the President. As outlined in the order, the secretary of the interior will serve as the chair of the Council while the secretary of energy will serve as vice chair. Additional membership will include the secretary of state; the secretary of the treasury; the secretary of defense; the attorney general; the secretary of agriculture; the secretary of commerce; the secretary of transportation; the administrator of the Environmental Protection Agency; the director of the Office of Management and Budget; the United States trade representative; the deputy chief of staff for policy; the assistant to the president for economic policy; the assistant to the president for national security affairs; the assistant to the president for domestic policy; the chairman of the Council on Environmental Quality; the chairman of the Council of Economic Advisers; the director of the Office of Science and Technology Policy; and the heads of such other executive departments and agencies (agencies) as the president may, from time to time, designate. This Council will advise the president on how to best increase domestic energy production. It will also provide the president with a National Energy Dominance Strategy outlining recommendations on permitting reform, deregulation and private investment. As chair of the Council, the secretary of the interior will serve as a standing member of the National Security Council

This executive order (EO) establishes it the policy of the United States to aggressively combat rising rates of mental health disorders, obesity, diabetes and other chronic diseases. It directs all federally funded health research to empower Americans through transparency and open-source data and avoid or eliminate conflicts of interest. It also directs the National Institutes of Health (NIH) and other health-related research funded by the federal government to prioritize “gold-standard” research on the root causes of why Americans get sick. It also encourages agencies to ensure the availability of expanded treatment options and flexibility for health insurance coverage, as well as work to ensure food is healthy, abundant and affordable. The EO also establishes the president’s "Make America Healthy Again Commission," which the secretary of health and human services will chair. The assistant to the president for domestic policy will also serve as executive director. The EO states that the initial mission of the commission will be to advise and assist on how to exercise authority to address the childhood disease crisis. Within 100 days of the date of the EO, the commission must submit to the president the "Make Our Children Healthy Again Assessment," to assess what is known and any questions that remain. Within 180 days of the date of the EO, the commission will submit to the president a "Make Our Children Healthy Again Strategy" to tackle the issue. The chair may hold public hearings, roundtables and similar events as appropriate and receive expert input from leaders in public health and government accountability. 

The memorandum directs the secretary of commerce and U.S. trade representative (USTR) to establish a “Fair and Reciprocal Plan” to enhance reciprocal trade. The agencies will be tasked with reviewing all tariffs that are imposed on U.S. exports as well as trade barriers that undermine U.S. market access and recommending a duty amount that would be reciprocal. Based on the agencies’ recommendation, President Trump will determine whether to impose the recommended tariff. The memorandum does not include a specific deadline by which the administration will impose reciprocal tariffs. Instead, it calls for the relevant officials to recommend reciprocal tariffs to the president after they deliver the reports required by the America First Trade Policy Memorandum. These are due on April 1.

This executive order asserts the president’s authority over foreign policy implementation and mandates that all relevant personnel adhere strictly to the president’s directives. It grants the secretary of state the discretion to discipline or remove employees who fail to uphold this directive, ensuring alignment with the administration’s foreign policy objectives. Additionally, the order directs the secretary to reform the Foreign Service, including recruitment, performance evaluation and training programs, to foster a workforce committed to executing the president’s policies. The secretary is also empowered to revise or replace existing guidelines, manuals and procedures to ensure compliance with these objectives.

This executive order initiates a major restructuring of the federal workforce by imposing a 4-to-1 hiring to termination ratio, requiring agencies to hire only one employee for every four departures, with exceptions for public safety, law enforcement and immigration enforcement. Department of Government Efficiency (DOGE) team leads will play a central role in overseeing hiring decisions, ensuring that only high-priority positions are filled and providing monthly hiring reports to the DOGE service administrator. It mandates large-scale reductions in force (RIFs), prioritizing the elimination of positions related to diversity, equity and inclusion (DEI) programs and other non-essential functions not required by law. The Office of Personnel Management (OPM) is directed to revise suitability criteria for federal employment, adding requirements related to legal compliance, security obligations and proper use of government resources. Additionally, agencies must develop reorganization plans, and the DOGE service administrator will evaluate implementation within 240 days.

Section 232 allows the president to direct the secretary of commerce to conduct an investigation on whether the importation of a product constitutes a national security threat. 

This executive order establishes a federal policy to end the use of paper straws, citing concerns over their functionality, cost and environmental impact. It directs federal agencies to stop purchasing paper straws and reverse policies that discourage plastic straws. Within 45 days, the Assistant to the President for Domestic Policy must develop a national strategy to eliminate paper straws, including reviewing contracts and state policies that restrict plastic straws.

During this period no new FCPA investigations or enforcement actions can be taken, unless the attorney general determines an exception should be made. The attorney general may also extend the review period for an additional 180 days.

The attorney general is tasked with evaluating rules, agency actions and litigation positions related to firearms, including regulations issued by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and enforcement policies affecting gun owners and firearms dealers. The order also requires a review of firearm classifications, licensing and export processes, as well as reports from the White House Office of Gun Violence Prevention. The attorney general must present a proposed plan to protect gun rights. 

This executive order establishes the White House Faith Office to strengthen partnerships between the federal government and faith-based entities, community organizations and houses of worship in supporting families, promoting work and self-sufficiency and protecting religious liberty. It amends multiple prior executive orders to streamline these efforts and renames various offices to reflect the new structure. The order directs federal agencies to ensure fair access to grants and funding for religious organizations, reduce barriers to participation and provide training on grant procurement and religious liberty protections. Additionally, it mandates agencies to appoint faith liaisons and coordinate efforts to eliminate obstacles preventing faith-based organizations from fully engaging in government programs. 

This executive order (EO) directs all U.S. executive departments and agencies to halt foreign aid or assistance to South Africa. While the EO does not include a formal mechanism or criteria for resuming aid, it notes the aid freeze will continue “as long as” South Africa continues to implement government policies “designed to dismantle equal opportunity,” use “hateful rhetoric and government actions fueling disproportionate violence against racially disfavored landowners,” and take “aggressive positions toward the United States and its allies,” including by accusing Israel of genocide in the International Court of Justice and “reinvigorating” its commercial and security relationship with Iran. The EO also directs the secretaries of state and homeland security to develop a plan to prioritize humanitarian relief, including refugee resettlement, for Afrikaners in South Africa who are victims of racial discrimination.

This executive order declares a national emergency due to the International Criminal Court (ICC) targeting the United States and Israel. It states that the ICC has overstepped its jurisdiction and abused its power. The order authorizes the blocking of U.S.-based assets of people involved with the ICC's investigations, and suspends entry into the United States for ICC officials and their families.

This executive order establishes a federal policy to protect religious freedom and address alleged government bias against Christians. It asserts that previous administration policies and actions unfairly targeted Christian individuals and organizations while failing to address violence and discrimination against them. To address this, the order creates the Task Force to Eradicate Anti-Christian Bias, led by the Attorney General and composed of officials from multiple federal agencies. The task force is directed to review past agency actions, identify policies that may have infringed on religious freedoms, recommend corrective measures and develop strategies to prevent future violations. It will solicit input from faith-based organizations, affected individuals and state and local governments to guide its work. The task force must submit an initial report within 120 days, a one-year summary and a final report before its scheduled termination in two years unless extended. The Department of Justice will provide funding and support for the task force’s work.

This executive order establishes a federal policy to protect women’s sports by ensuring that only biological females compete in female athletic categories. It directs the Department of Education to enforce Title IX protections, take action against schools and athletic associations that allow male participation in women’s sports and rescind federal funding from noncompliant programs. The Department of Justice is tasked with supporting enforcement efforts, while the assistant to the president for domestic policy must engage with athletic organizations and state attorneys general to promote policies that prioritize fairness and safety for female athletes. The order also instructs the secretary of state to withdraw support from international sports programs that base female categories on gender identity rather than biological sex and to advocate for international sports bodies, including the International Olympic Committee, to uphold sex-based competition rules.

This executive order amends the "Imposing Duties to Address the Synthetic Opioid Supply Chain in the People’s Republic of China" EO that was released on Feb. 1. The change reinstates China's de minimis eligibility, pending "notification by the secretary of commerce to the president that adequate systems are in place to fully and expediently process and collect tariff revenue."

This executive order declares that the United States will: i) not participate in the United Nations Human Rights Council (UNHRC) or seek election to the UNHRC, ii) terminate the office of the U.S. representative to the UNHRC, and iii) conduct a review of its membership in the United Nations Educational, Scientific, and Cultural Organization (UNESCO), finding that the international bodies “have drifted from” their mission and “act contrary to the interests of the United States.” The executive order also directs executive departments and agencies to not disburse any funds to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). It directs the secretary of state and U.S. ambassador to the United Nations to conduct a review of all international intergovernmental organizations which the United States is a member of, and all conventions and treaties to which the United States is a party, to determine which of the organizations and agreements are “contrary to the interests of the United States” and whether they can be reformed. The executive order directs the secretary of state to submit findings from the report to the president within 180 days of the executive order being signed.

This memorandum directs the secretary of treasury and the secretary of state to evaluate, modify and impose further sanctions on Iran and lead an effort to diplomatically isolate its government to target Iranian sanction evasions and the development of nuclear weapons programs as well as any support Iran provides to the Iranian Revolutionary Guard Corps (IRGC) and Iranian terror proxies.

The executive order requires the secretary of the treasury and secretary of commerce to develop a plan to establish a sovereign wealth fund within 90 days of the order. The plan must require recommendations for funding mechanisms, investment strategies, fund structure and a governance model. The plan must also include an evaluation of legal considerations to establish and manage the fund, along with any legislation that may be necessary. The stated goals of the sovereign wealth fund are to promote fiscal sustainability, lessen the burden of taxes on individuals and small businesses, establish economic security and promote U.S. economic and strategic leadership internationally.

Additionally, the EO makes Chinese imports ineligible for “de minimis” treatment, which allows imports valued at $800 or less to enter the United States duty-free. In imposing the tariffs, President Trump invoked several statutes, including the International Emergency Economic Powers Act (IEEPA), the National Emergencies Act (NEA), Section 604 of the Trade Act of 1974 and Section 301 of Title 3, United States Code, to expand the previously declared national emergency related to illegal immigration. The EO explained the sustained importation of synthetic opioids is a threat to the United States, and the Chinese Communist Party (CCP) has subsidized and otherwise incentivized PRC chemical companies to export fentanyl and its precursor chemicals to the United States.

The EO explained that the importation of illegal drugs at the southern border poses a national security threat. 

This memorandum prohibits federal agencies from negotiating or finalizing collective bargaining agreements (CBAs) within the 30 days preceding a presidential transition if they create new obligations, alter existing agreements or extend contract durations. It aims to prevent outgoing administrations from imposing last-minute policies that constrain the incoming president’s authority over the executive branch. Agencies must disapprove any unapproved CBAs that violate these restrictions, except for those covering law enforcement officers.

This executive order establishes a regulatory reduction policy, requiring agencies to eliminate at least ten existing regulations for every new one introduced. It mandates that the total incremental cost of regulations for fiscal year (FY) 2025 be significantly reduced to “less than zero,” with the Office of Management and Budget (OMB) overseeing compliance. Agencies must submit annual reports detailing regulatory costs and offsets, and new rules cannot be issued unless they align with OMB-approved cost limits. The order also revokes OMB Circular No. A-4 (2023) and reinstates the 2003 version, emphasizing a more restrictive regulatory analysis framework. Additionally, it restores a 2018 Memorandum of Agreement between the Treasury and OMB for tax regulation oversight.

This memorandum directs the secretary of transportation and the administrator of the Federal Aviation Administration (FAA) to review all hiring decisions and changes to safety protocols made during the Biden administration and make necessary corrections to enhance aviation safety. The memorandum says the plane crash that occurred at the Ronald Reagan Washington National Airport on Jan. 29, 2025 highlights that the past Democratic administrations minimized merit and competence in the FAA by implementing diversity, equity and inclusion (DEI) initiatives.  

This executive order requires the secretary of education to issue guidance on how states can use federal formula funds to support K-12 educational choice initiatives, within 60 days of the order. Within 90 days of the order, the secretaries of labor and education must review their respective discretionary grant programs and submit a plan to the president that identifies, evaluates and makes recommendations on using relevant discretionary grant programs to expand education freedom. Within 90 days of the order, the secretary of health and human services must issue guidance regarding whether and how states receiving block grants, including Child Care and Development Block Grants (CCDBG), can use them to expand educational choice and support families who choose educational alternatives. Also within 90 days, the secretaries of defense and interior must review any available mechanisms under which military-connected families and Bureau of Indian Education, respectively, can use federal funding for educational options of their choice. 

This executive order requires the head of each executive department and agency to submit a report identifying all civil and criminal authorities or actions within the jurisdiction of the respective agency that might be used to curb antisemitism. The heads must provide an inventory and analysis of all pending complaints against or involving institutions of higher education alleging civil rights violation related to the Hamas-Gaza conflict and campus antisemitism. The secretaries of state, education and homeland security must also include recommendations for familiarizing institutions of higher education with the grounds for inadmissibility in order for these institutions to monitor and report activities by alien students and staff. The institutions must ensure these reports lead to investigations and if necessary, removal.

This executive order establishes a White House Task Force on Celebrating America’s 250th Birthday (Task Force 250), led by the president and vice president and consisting of the heads of other executive agencies and departments, to coordinate a large-scale national celebration for the 250th anniversary of American Independence, in 2026. Federal agencies are required to submit reports detailing their plans for the celebration by March 1, 2025. The order reinstates prior executive actions to construct the National Garden of American Heroes, expanding the list of honorees to 250, and reinstates a previous order protecting monuments from vandalism, citing recent incidents of destruction. The Department of Defense will provide funding and administrative support for Task Force 250, which will operate until Dec. 31, 2026, unless extended.

This memorandum expands the Migrant Operations Center House at the naval facility at Guantanamo Bay to house “high-priority criminal aliens” who were in the country illegally. It states that this document is part of the broader push by the administration to deal with the declared invasion at the border and the issue of transnational criminal cartels.

This executive order seeks to end federal support for medical interventions that are aimed at altering a child’s biological sex, including puberty blockers, hormone treatments and surgeries. It directs agencies to withdraw funding for these procedures through grants, research programs and health insurance coverage, including Medicare, Medicaid, TRICARE and federal employee health plans. The Department of Health and Human Services is tasked with ensuring compliance through regulatory actions tied to federal health programs. The order also directs the Department of Justice to investigate deceptive practices and enforce laws related to child protection, including proposing legislation to allow legal action for those harmed by such procedures. Agencies must report progress on implementation within 60 days.

This executive order directs the secretary of defense and secretary of homeland security to make reinstatement available to all members of the military who were discharged for refusing the COVID-19 vaccine. They are to receive their former rank, full back pay, benefits, bonus payments or compensation.

This executive order states the secretary of defense shall update medical standards for military service and issue directives for the Department of Defense to “end invented and identification-based pronoun usage.” It also orders the armed forces to disallow males and females from using or sharing sleeping, changing or bathing facilities absent extraordinary operational necessity.

This executive order directs the secretary of defense and the secretary of homeland security to abolish diversity, equity and inclusion (DEI) offices within the Department of Defense and the Department of Homeland Security with regard to the United States Coast Guard. It also directs the secretary of defense to conduct an internal review of actions taken in pursuit of DEI initiatives to be delivered within 90 days of this order.

This executive order directs the Secretary of Defense to conduct an Allied and Theater Missile Defense Review to identify ways in which the United States and its allies and partners can work to collectively increase missile defense cooperation and capabilities.

This EO reaffirms the Hyde Amendment’s prohibition on using federal taxpayer dollars to fund or promote elective abortions. The Office of Management and Budget (OMB) is tasked with promulgating guidance to federal agencies to ensure compliance with this policy. It revokes two Biden-era EOs, the “Protecting Access to Reproductive Healthcare Services” (EO 14076) and “Securing Access to Reproductive and Other Health Care Services” (EO 14079), which aimed to address potential heightened safety and security risks related to the provision of reproductive health care services and established an Interagency Task Force on Reproductive Health Care Access. The Biden EOs also directed agencies to ensure it is promoting compliance with non-discrimination in obtaining medical care and advancing the ability to obtain reproductive health care services. 

This executive order directs the secretary of defense, the attorney general, the secretary of homeland security, the secretary of commerce, the secretary of the interior and the secretary of agriculture to take all measures to ensure adequate water resources in Southern California. In particular, the secretary of the interior and the secretary of commerce are directed to consider actions, including those consistent with the “No Action Alternative” in the Final Environmental Impact Statement issued Nov. 15, 2024, by the Bureau of Reclamation on Long-term Operation of the Central Valley Project and State Water Project. Through the Bureau of Reclamation (BOR), the secretary of the interior is directed to operate the Central Valley Project to deliver more and produce additional hydropower. BOR is also tasked with ensuring state agencies, including the California Department of Water Resources do not interfere with BOR’s work on the Central Valley Project. The Director of the Office of Management and Budget (OMB) is directed to review all federal programs, projects and activities for all relevant agencies that impact land management, water availability, water supply, water storage, water infrastructure and disaster response.

The memorandum revokes the Presidential Memorandum of Jan. 28, 2021 to reinstate the Mexico City Policy, which requires the secretary of state, the secretary of defense, the secretary of health and human services and the administrator of the United States Agency for International Development (Protecting Women’s Health at Home and Abroad) to agree as a condition of their receipt of federal funds to neither perform nor promote abortion as a method of family planning in other nations. 

This executive order establishes the Federal Emergency Management Agency (FEMA) Review Council. This council will meet regularly to solicit information and ideas from stakeholders, including those impacted by natural disasters. The council will also assess the adequacy of FEMA’s disaster response during the previous four years; compare FEMA’s response with state, local and private sector responses; and evaluate whether FEMA can serve its functions to the states rather than supplanting state control of disaster relief. The council will terminate one year from the date of this order unless the president extends it. 

This executive order states the the director of national intelligence and the attorney general will present a plan for the full release of records regarding the assassinations of President John F. Kennedy, Sen. Robert F. Kennedy (D-NY) and the Reverend Dr. Martin Luther King, Jr.

This executive order (EO) is the first focused specifically on artificial intelligence (AI), formally moving away from the Biden administration's approach to regulating the technology. The EO calls for an interagency group to develop the administration's new policy on AI within six months. The interagency group includes the assistant to the president for science and technology (APST), the special advisor for AI and crypto and the assistant to the president for national security affairs (APNSA), to work in coordination with the assistant to the president for economic policy, the assistant to the president for domestic policy, the director of the Office of Management and Budget (OMB Director) and the heads of relevant agencies. The EO also specifies that AI systems should be developed "free from ideological bias or engineered social agendas."

This executive order (EO) establishes the President's Council of Advisors on Science and Technology (PCAST), overturning the Biden administration's EO to establish a similar body. The EO reduces the PCAST to 24 members and narrows the council's focus to issues such as AI and crypto.

This executive order establishes the President's Working Group on Digital Asset Markets within the National Economic Council (NEC). The special advisor for artificial intelligence (AI) and Cryptocurrency must chair the working group, which includes 11 government officials or their designees. The working group must propose a federal regulatory framework for digital assets, including stablecoins, with consideration given to provisions on market structure, oversight, consumer protection and risk management. The working group is also required to evaluate the potential creation and maintenance of a national digital asset stockpile and is prohibited from taking any action to establish, issue or promote a Central Bank Digital Currency. The executive order also revokes President Biden’s executive order 14067 on the responsible development of digital assets and Treasury’s Framework for International Engagement on Digital Assets.

This executive order declares the secretary of state in consultation with the director of national intelligence and the secretary of the treasury will submit a report to the president and the National Security Council concerning the designation of Ansar Allah (also known as the Houthis) as a foreign terrorist organization. The administrator of the U.S. Agency for International Development will also take action to terminate the projects, grants or contracts associated with Ansar Allah.

This executive order directs the Federal Aviation Administration (FAA) to eliminate all diversity, equity and inclusion (DEI) initiatives and return to a merit-based hiring system focused on individual competence, qualifications and safety. It rescinds policies that prioritize characteristics such as race, sex or disability over job excellence and mandates that hiring and promotions prioritize capability and achievement. Additionally, the secretary of transportation and the FAA administrator must review the performance of all individuals in critical safety positions and replace underperforming employees with those who demonstrate the highest qualifications to ensure air travel safety and efficiency.

This executive order eliminates diversity, equity and inclusion (DEI) initiatives across the federal government and prohibits related practices that prioritize race, sex or other characteristics over individual merit, competence and civil-rights law compliance. It revokes several prior executive orders supporting DEI efforts, including those concerning workforce diversity, federal contracting and environmental justice, and mandates merit-based practices in hiring, promotions and contracting. Agencies are tasked with terminating DEI-related mandates, streamlining processes and ensuring adherence to civil-rights laws in public and private sectors. The attorney general and secretary of education must issue guidance to federally funded educational institutions to ensure compliance with federal laws against discriminatory practices. Additionally, the order instructs agencies to identify and investigate egregious DEI practices in key private-sector industries and propose strategic enforcement plans to encourage compliance.

This memorandum orders the heads of all executive departments and agencies to lower the cost of housing and expand housing supply, eliminate requirements that increase the cost of home appliances and rescind climate policies. The memorandum also orders agency heads to eliminate unnecessary administrative costs in the healthcare sector and create employment opportunities that can bring more workers into the labor force. The assistant to the president for economic policy must report to the president within 30 days of the date of the memorandum, and every 30 days after, on the status of implementation.

This proclamation declares the current situation on the southern border as an invasion under Article IV, Section 4 of the Constitution and suspends the entry of all “aliens involved in the invasion” into the United States until the president determines the invasion has concluded. It also prohibits those aliens from invoking the Immigration and Nationality Act (INA) and orders the Departments of Homeland Security, State and Justice to coordinate on repelling and removing any immigrants involved with that invasion.

This executive order directs the development of a Federal Hiring Plan to reform and modernize hiring practices across the federal workforce, ensuring recruitment is based on merit, practical skills and commitment to constitutional values. It prohibits hiring decisions based on impermissible factors like race, sex or religion and emphasizes efficiency, accountability and transparency. The plan includes measures to reduce hiring times to under 80 days, integrate advanced technology for recruitment and improve communication with candidates regarding application status. Agency leadership is tasked with implementing these reforms, with oversight by the Department of Government Efficiency (DOGE) and the Office of Personnel Management (OPM), the latter of which will create metrics to evaluate reform success. 

This executive order declares it the policy of the United States to recognize two biological sexes, male and female, and to ensure that federal policies, laws and actions are based on this rather than concepts of gender identity. It directs federal agencies to enforce all sex-based rights, protections and accommodations using definitions set forth in the order, including clarifying that “sex” refers to an individual’s biological classification and is not interchangeable with “gender identity.” The order prohibits federal funds from being used to support gender ideology, mandates the revision of agency policies, forms and communications to align with its definitions and requires government-issued identification documents to reflect biological sex. The attorney general, in consultation with other federal agencies, is tasked with providing guidance, rescinding previous policies inconsistent with the order and correcting the application of the Bostock v. Clayton County decision. Additionally, agencies are required to ensure privacy in single-sex spaces and to report on their implementation of the order to the president within 120 days.

This executive order directs the secretary of state to issue guidance “as soon as practicable” on bringing the Department of State’s policies, programs, personnel and operations “in line with an America First foreign policy, which puts America and its interests first.”

This executive order declares that the United States intends to withdraw from the World Health Organization (WHO). It directs the secretary of State and the director of the Office of Management and Budget to pause the future transfer of any U.S. government funds, support or resources to the WHO, recall and reassign U.S. government personnel or contractors working in any capacity with the WHO and identify credible and transparent U.S. and international partners to assume necessary activities previously undertaken by the WHO. The secretary of State will immediately inform the United Nations of the WHO withdrawal and cease negotiations on the WHO pandemic agreements and amendments to the international health regulations. It also orders the director of the White House Office of Pandemic Preparedness and Response Policy to review, rescind and replace the 2024 U.S. Global Health Security Strategy. It directs the assistant to the president for national security affairs to establish directorates and coordinating mechanisms within the National Security Council to safeguard public health and fortify biosecurity. 

This executive order declares a national energy emergency, allowing the head of executive department and agencies to exercise any lawful emergency authorities to facilitate the identification, leasing, siting, production, transportation, refining and generation of domestic energy sources. They are also granted emergency powers to expedite the completion of all authorized and appropriated infrastructure, energy, environmental and natural resources projects. Heads of all agencies are also tasked with identifying planned or potential actions to facilitate the nation's energy supply that may be subject to the regulation on consultation in emergencies pursuant to the Endangered Species Act. 

This executive order directs federal agencies to restore and give attention to names for certain landmarks and geographic features. It reinstates the name “Mount McKinley” for North America’s highest peak and renames the Gulf of Mexico to the “Gulf of America.” The order tasks the U.S. Board on Geographic Names and the Department of the Interior with implementing these changes, updating federal records, maps and documents and ensuring consistency across government agencies. Additionally, the Department of the Interior is instructed to work with local and Native entities on naming landmarks in Alaska and to identify other individuals or events to honor in anticipation of the nation’s 250th anniversary. 

This executive order suspends all entries of immigrants under the U.S. Refugee Admissions Program (USRAP) until the White House decides otherwise. Under the EO, the secretary of state and secretary of homeland security must submit a report in 90 days, and every 90 days thereafter, on whether continued immigration under USRAP would be in the interest of the United States. This ban will take effect Jan. 27, 2025. The secretary of state and secretary of homeland security may in coordinate continue to admit refugees under USRAP on a case-by-case basis.

This executive order requires the secretary of defense to create a plan for United States Northern Command to “seal the borders and maintain the sovereignty, territorial integrity, and security of the United States.” This includes potential action on unlawful migration and the trafficking of humans and narcotics.

This executive order introduces a number of reforms to border security on the southern border. These reforms include orders for the creation of physical border wall, more security personnel stationed at the border, increased detainments of illegal immigrants, the reinstatement of the Migrant Protection Protocols, the rescinding of several more permissive parole policies of the Biden administration, including the termination of the Customs and Border Patrol (CBP) One app and the parole program for Haitians, Nicaraguans and Venezuelans, and increased prosecution of smuggling and trafficking-related offenses. It also calls for the State Department, Justice Department and Department of Health and Human Services (HHS) submit recommendations for further measures to be taken.

This executive order (EO) rescinds the principle of birthright citizenship for any individuals born in the country when their father was not a legal resident of the United States and their mother was either in the country lawfully but temporarily, or was unlawfully present. Under this EO, no federal agency or department will issue or accept citizenship documentation given under the above conditions. This EO will only apply to individuals born 30 days after its issuance.

This executive order establishes the Department of Government Efficiency (DOGE) to implement the president’s DOGE agenda, focusing on modernizing federal technology and software to enhance government productivity. It renames the U.S. Digital Service as the U.S. DOGE Service (USDS) and creates a temporary organization within USDS to execute an 18-month modernization initiative. Additionally, the order directs each federal agency to form DOGE Teams to collaborate with USDS in updating software, IT systems and network infrastructure while ensuring interagency system interoperability and data integrity. The USDS administrator is tasked with leading a Software Modernization Initiative and is granted full access to unclassified agency systems, overriding prior executive orders or regulations that could restrict access. The temporary organization will dissolve on July 4, 2026, while USDS operations continue.

This executive order reinstates and amends the policy of creating Schedule F, now renamed "Schedule Policy/Career," within the federal civil service. It allows certain policy-related career positions to be exempted from standard civil service protections, enabling more direct accountability to the president. The order directs the Office of Personnel Management (OPM) to amend civil service regulations, identify additional roles for inclusion in Schedule Policy/Career and rescind policies implemented under Executive Order 14003, a Biden administration order that revoked Schedule F. Employees in these roles must faithfully implement administration policies, with failure to do so constituting grounds for dismissal. The order emphasizes the president’s authority over the executive branch to ensure professionalism and accountability in policy making positions.

This executive order declares it is the policy of the United States that no U.S. foreign assistance may be disbursed in a manner not fully aligned with the foreign policy of the U.S. president. It implements a 90-day pause on new obligations and disbursements of all foreign development assistance funds pending a review of each foreign assistance program by the responsible department and agency heads. Upon the completion of a review, responsible agency and department heads, in consultation with the director of the Office of Management and Budget (OMB), are required to make determinations within the 90-day window on whether to continue, modify or cease the foreign assistance programs based on the review recommendations and with the concurrence of the secretary of state. Directs that any new foreign assistance programs and obligations must be approved by the secretary of state in consultation with the director of OMB.

This executive order directs the U.S. ambassador to the United Nations to submit formal written notification of the United States' withdrawal from the Paris Climate Agreement under the United Nations Framework Convention on Climate Change. They will also submit a formal withdrawal from any agreement or similar commitment made under the framework. 

This executive order instructs the attorney general not to take any action to enforce the Protecting Americans from Foreign Adversary Controlled Applications Act for 75 days to allow the Trump administration to determine the appropriate course of action concerning TikTok. The executive order also instructs the Department of Justice not to take any action to enforce the act or impose any penalties against any entity for any conduct during the 75 days or before the issuance of the executive order.

This executive order calls for more stringent enforcement of existing immigration laws, greater resources for the border enforcement personnel and infrastructure, an increased focus on prosecuting criminal offenses committed by illegal immigrants and greater interagency and federal-state coordination on immigration-related law enforcement. It also calls for increased penalties to be directed towards “sanctuary” jurisdictions, and rescinds several other executive orders created by the Biden administration (13993, 14010, 14011, 14012) that were more permissive towards individuals entering the country.

This executive order declares it the policy of the United States to terminate all federal programs, policies and mandates related to diversity, equity and inclusion (DEI), diversity, equity, inclusion and accessibility (DEIA) and environmental justice, asserting they are discriminatory and wasteful. It directs the Office of Management and Budget (OMB), the Office of Personnel Management (OPM) and the attorney general to oversee the review, revision and elimination of such programs, including DEI offices, positions like chief diversity officers, equity action plans and related grants or contracts. Federal employment practices must prioritize individual merit and hard work, excluding any DEI or DEIA considerations. Agencies must submit detailed reports on the existence, costs and operational impact of DEI-related programs and assess potential relabeling of such initiatives. 

This executive order instructs the attorney general not to take any action to enforce the Protecting Americans from Foreign Adversary Controlled Applications Act for 75 days to allow the Trump administration to determine the appropriate course of action concerning TikTok. This executive order (EO) directs the secretary of education to hold accountable accreditors who fail to meet the applicable recognition criteria or violate federal law through denial, monitoring, suspension or termination of accreditation recognition. Unlawful criteria include requiring that institutions of higher education (IHEs) seeking accreditation engage in discrimination through “diversity, equity, and inclusion” (DEI) initiatives. The secretary of education is directed to: resume recognizing new accreditors to increase competition; mandate that accreditors require member institutions to use data on program-level student outcomes to improve such outcomes, without reference to race, ethnicity or gender; provide noncompliance findings following an Office of Civil Rights (OCR) investigation related to Title VI of the Civil Rights Act or Title IX of the Education Amendments Act investigations; launch an experimental site to establish new quality assurance pathways for IHEs; increase the effectiveness of the accreditor recognition review process; streamline the process for IHEs to change accreditors; and update the Accreditation Handbook to ensure transparent and efficient processes.

This memorandum uses the power granted to the president under the Outer Continental Shelf Lands Act to withdraw all areas within the offshore Continental Shelf (OCS) as defined in Section 2 of the law. It will go into effect on Jan. 21, 2025, and remain in effect until the president revokes it. The memorandum temporarily prevents consideration of any area in the OCS for any new or renewed wind energy leasing for the purposes of generation of electricity or any other such use derived from the use of wind. It does not affect rights under existing leases in the withdrawn areas. Directs the secretary of the interior, the secretary of agriculture, the secretary of energy, the administrator of the Environmental Protection Agency and the heads of all other relevant agencies to not issue new or renewed approvals, permit leases or loans for onshore or offshore wind projects pending the completion of the permitting process. 

This executive order directs the secretary of state, the attorney general, the secretary of homeland security and the director of national intelligence to submit a report on countries warranting suspension of admission to the United States and how many nationals from these countries have been admitted into the United States since Jan. 20, 2021. This order also calls for the removal of any alien identified in this manner and calls for an assessment of the Foreign Service Manual regarding visas.

This executive order requires the heads of all executive department and agencies to rescind, revoke, revise, amend, defer, or grant exemptions to agency actions taken during the Biden administration that do not maximize Alaska's energy resources; do not expedite permitting and leasing in Alaska; or do not prioritize Alaska's liquefied natural gas (LNG) resources. Withdraws Secretarial Order 3401 dated June 1, 2021 relating to the temporary halt of all oil and gas development activities in the Arctic National Wildlife Refuge (ANWR); rescinds the cancellation of any leases within ANWR; reinstates the Bureau of Land Management's (BLM) 2021 approval of the Ambler Road project; rescinds BLM's 2024 final rule relating to the National Petroleum Reserve in Alaska; among other actions.

This executive order declares it the policy of the United States to ensure the laws authorizing capital punishment are implemented and defended against efforts to obstruct or undermine them. It directs the attorney general to prioritize seeking the death penalty for the most severe crimes, including the murder of law enforcement officers and capital crimes committed by undocumented immigrants, and to pursue federal jurisdiction where appropriate. The order mandates an evaluation of the confinement conditions for individuals whose federal death sentences were commuted by President Biden, with recommendations for potential state capital charges. It requires the attorney general to support the overruling of Supreme Court precedents that restrict the use of capital punishment. Additionally, the order emphasizes prioritizing the prosecution of violent crimes and coordinating efforts with state and local law enforcement to protect public safety.

This executive order creates a process by which international cartels will be designated as foreign terrorist organizations and declares a national emergency, under International Emergency Economic Powers Act (IEEPA), to deal with specific Latin American cartels.

This executive order requires the heads of all agencies to review all existing regulations, orders, guidance documents, policies, settlements, consent orders and other agency actions to identify those that burden domestic energy resources. They are then required to consult with the Office of Management and Budget and the National Economic Council to begin implementing action plans to suspend, revise or rescind those burdensome actions. The executive order also revokes certain Biden administration orders concerning energy and the environment. The order also requires the chairman of the Council on Environmental Quality (CEQ) to implement guidance concerning the National Environmental Policy Act (NEPA). The CEQ chairman would also propose rescinding the current NEPA guidance. The order also pauses the disbursement of Inflation Reduction Act (IRA) and Infrastructure Investment and Jobs Act (IIJA) funds related to electric vehicles and electric vehicle charging, and orders the Department of Energy (DOE) secretary to restart reviews of proposed liquefied natural gas (LNG) export projects. Lastly, the order requests agency heads to identify agency actions that impose undue burdens on domestic mining and mineral processing, and to undertake steps to revise or rescind those actions. 

This executive order revokes the security clearances of 50 former intelligence officials, including former National Security Advisor John Bolton, for their involvement in activities that undermined public trust in the intelligence community and influenced the 2020 presidential election. It specifically targets individuals who signed a letter dismissing reports about President Biden’s son as Russian disinformation, as well as Bolton for publishing a memoir containing sensitive information. The order prohibits using security clearances to influence U.S. elections and requires the director of national intelligence to investigate further inappropriate activities within the intelligence community. A report with findings and recommendations to prevent future abuses must be submitted to the president within 90 days.

This executive order directs the attorney general and the director of national intelligence to review and report on past actions of federal agencies and the intelligence community over the last four years to identify misconduct, including politically motivated investigations, prosecutions and enforcement actions. It aims to correct instances of weaponized government actions that contravened constitutional rights and policies. Agencies are required to comply with document retention policies, with noncompliance referred for legal action. Recommendations for remedial actions will be submitted to the president to ensure accountability and prevent future abuses of power.

This memorandum directs the Department of Commerce secretary and the Department of the Interior (DOI) secretary to immediately restart work by National Marine Fisheries Service, U.S. Fish and Wildlife Service, Bureau of Reclamation and other agencies to route more water from the Sacramento-San Joaquin Delta to other parts of the state for use by the people.

This proclamation declares a national emergency at the southern border and authorizes and directs the use of the armed forces and several federal agencies to respond to this threat. It also orders several reports to be submitted by federal agencies on the emergency, the construction of additional barriers along the border and calls for the secretary of the transportation and Federal Communications Commission to consider waiving regulations on the use of Unmanned Aerial Vehicles (UAVs) on the border. Finally, it revokes the Biden administration Proclamation 10142 that ended the prior state of emergency declared during the first Trump administration.

This list should be submitted to the president within 45 days. The executive order also directs the national security advisor to review all national security memoranda from the previous administration for potential rescission.

This memorandum directs the secretary of commerce, secretary of treasury, the U.S. trade representative (USTR) and other government officials to review U.S. trade policy and its impact of the U.S. economy, competitiveness and national security. The secretaries will review existing trade agreements, de minimis, antidumping and countervailing duty (AD/CVD) laws and other topics to determine whether the United States is being disadvantaged in the global trading system through anticompetitive trade practices and nonreciprocal trade. Additionally, the USTR will specifically analyze China’s unfair trading practices and determine whether additional tariffs should be imposed or permanent normal trade relations (PNTR) should be revoked. The Secretary of Commerce and other officials are also directed to review the U.S. manufacturing capabilities and consider whether strategic goods, such as steel and aluminum, should be made domestically. The secretary of commerce and secretary of homeland security are also directed to determine the extent to which Canada, Mexico and China are contributing to the influx of illegal immigration and fentanyl.
