On Thursday, Jan. 14, President-elect Joe Biden announced his $1.9 trillion legislative proposal for COVID-19 relief, referred to as the “American Rescue Plan.” This proposal is the starting point for negotiations on the next COVID-19 relief bill, which may take shape as soon as March. This alert summarizes the health care funding and policy provisions in the plan, including a national vaccination program, expanded testing capabilities, and federal authorities under the Defense Production Act.
