Brian McGuire leverages his nearly 20 years of senior-level executive and legislative branch experience with a deep understanding of Republican politics for clients in need of incisive government intervention. He most recently served in a Senate-confirmed position as the Department of the Treasury’s assistant secretary for legislative affairs during President Trump’s first term. Prior to that, he served as a longtime aide and chief of staff to former Senate Majority Leader Mitch McConnell (R-KY), overseeing both legislative and communications strategy as well as outside political activity for Sen. McConnell’s Kentucky (personal) office.
A former deputy communications director in the Senate Republican Leadership Office, Brian understands the people, policies and messages that drive results on Capitol Hill. He builds champions for clients and serves as a shuttle diplomat for their interests across the spectrum of perspectives within the Senate Republican conference. Brian also effectively advocates for a diverse roster of clients before the Department of the Treasury. He understands the innerworkings of the agency, the intricacies of its rulemaking process and how to maximize opportunities at the Department.
At Treasury, Brian was involved in some of the most consequential policies of the Trump administration’s first term, from the implementation of the Tax Cuts and Jobs Act to Phase II of the administration’s coronavirus response. He was involved in the advancement of several long-stalled international tax treaties, the management of Treasury’s congressional hearing prep, coordination with White House and federal agencies on congressional activities and the Senate confirmation of numerous Treasury officials, among other administration priorities.
Representative Matters
- Assisted the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) in the identification and classification of a surveillance company aligned with the Chinese Military pursuant to E.O. 14032 (Non-SDN Chinese Military-Industrial Complex Companies List).
- Helped secure a modification to the Paycheck Protection Program that enabled a private, regional owner of 15 enclosed shopping centers to benefit from this relief.
- Developed a bipartisan strategy for securing re-authorization of a major relief program for non-public schools in the American Rescue Plan.
- Developed and executed a bicameral, bipartisan plan for congressional action to clarify the intent of federal laws governing historic preservation easements.
