David Ransom is a top advisor on issues involving tax policy and tax administration, with an extensive knowledge of excise taxes. David also has significant experience advocating in Congress and federal regulatory agencies on a broad array of issues, including financial services, energy and the environment, and trade issues. He develops and executes strategies alongside clients’ senior leadership to turn executive concerns into action on Capitol Hill and with regulatory agencies. He also has extensive experience helping stakeholders navigate congressional investigations and inquiries.

Before joining the firm, David spent 15 years at a large international law firm where he built his government affairs practice and devised plans that ensured client concerns were heard by lawmakers and regulators. In Congress, David served in the office of then-House Majority Leader Steny Hoyer (D-MD), where he advised the leader on communications, policy and floor strategy, and on a broad range of policy issues, including tax. In his time at the majority leader’s office, David prepared all types of written materials for the leader and members of the Democratic Caucus and built strong relationships on both sides of the aisle.

Prior to his time on the Hill, David worked in the public affairs department of a politically active legal trade association, where he served as the principal news media contact and spokesperson.
