Friednash: There are Many Reasons Prop. CC Failed; TABOR’s Sanctity Wasn’t One of Them

Tuesday’s election tested one of the main pillars of the Taxpayer’s Bill of Rights.

Under TABOR, taxes can only be raised with voter approval. But TABOR also limits the amount of money that the state can collect each year. The limit is adjusted annually to account for inflation and state population growth. Money collected above the state revenue limit is required to be refunded to taxpayers.
